AMEND RULES OF
Sun Frandsco. July 17. Ths
California Athletic commission
has decided Lo amend the Marquis
of Quceiiiibury rales to the extent
of allowing a vioxer knocked ont
of the riiif," 20 seconds instead of
10 to ci awl back "through The
ropes and resume a fighting post
ure. Commissioner JJanloh explained
to newsp.ip'iimen neve:
"In som.-j cases It would be im
possible for a boxer knocked rut
of the ring to get back within ton
seconds. If be is still physically
able to continue it does not seem
fair to ruin him s knocked out.
Twenty seconds will allow him
sufficient time."
A curreatly msvoric instance
was when Jack Dempsey was
knocked into the press stand by
Louis Firpo. But Jack managed
to climb back within ten seconds
and to retain enough stamina to
knock out Firpo the next round.
Air. Hanlon also announced that
the commission had determined to
do away with "Stalling" in Cali
fornia fights.
"I shall instruct the referees,"
he said, "to notify the fighters
that prolonged clinching will 'lot
be sanctioned. If boxers fail to
heed the warning referee may In
his descretion throw them out an 1
declare it no contest. Further
more, if, in the referee's Judgment
fighters hive been deliberately
atalling, ho will recommend thai
their purses be held up, and we
will conduct an investigation."
missing woman back;
strange tale puzzles
Calexico, Cal., July 17 (AP)
Murder theories built upon the
strange disappearance last Monday
of Mrs, Virginia Cookson, Orange
county farmerette and occasional
writer of fiction, collapsed late
lost night with the, appearance at
police headquarters here of the
missing woman herself.
Between hysterical sobs the wo
man told officers she had been kid
napped by three men tn a big aut6
mobile who crowded her small
coupe to the edge of tho road in
Orange county prk and dragged
her out of it. aho said her cap
tors bound her and carried her
away to an underground apart
ment from which she was able to
escape unharmed with the assist
ance of a Chinese boy whose
friendship she won by praising his
cooking and who smuggled her out
In a basket.
Police admit themselves mystified.

DAVIS CONFER
Swampscott, Mass., July 17
(AP) President Coolidgo arrang
ed his schedule today to enable to
confer with Secretary Davis of the
labor department before motoring
to Camp Devens to review the JGth
national guard division.
The secretary came to Swamp
scott i j go over departmental mat
ters and to discuss the labor situa
tion generally with the executive
before sailing Saturday for Eu
rope.
Significance was given to his visit
by the possibility of a deadlock
between anthracite operators and
miners over a new wage scale,
with suspension of operations in
the hard coal fields resulting, and
it was considered likely that Mr.
Davis would give a comprehensive
report on the situation and his
opinion as to what should bo done
n event of a tie up.
WOOD IS OPPOSED TO
PUBLIC OWNERSHIP
Manila, July 17. (A.P.) Gov
ernor Gene-sl Leonard Wood told
the Philipu.-ue legislature yester
day that tiie government should
transi er o private enterprise all
railroad, mines and agricultural
enterprises now under its control.
Another outstanding feature of
the governor general's annual
message was the possibility of tho
government Going on a cash basis
due to tho increase in revenues
in 1924.
Governor Wood said, the Fillp-
pinos are a generally happy aud
ontented people living under
steadily improving conditio is.
'While ther) have been no serious
disturbance there have been
some indications of local unrest
which affected public order, ho
said. "None of then had the
character of organized resistance
to authority and they wero due
generally to the action of mis
guided people following fanatical
leaders."
IN DAMAGE CASE
F. B. Thielsen was relieved of
any liability for damages in a ver-
diet rendered by a Jury in circuit
court in the case brought against
him by Hazel DeLaney as admlnis
tratrlx of the estate of Ralph
Flint. The action was for $7000,
young Flint having been killed
when his bicycle was struck down
by Thielsen's automobile.
Evidence Introduced by Thielsen
showed tliat Flint's bicycle
zigzagging when emerging from
Miller street onto High street,
where the accident occurred. In his
instructions to the jury Judge Kel
ly advised them that if they found
negligence on the part of the de
fendant Thielsen must be absolved
from blame, or if there was negli
gence on the part of both that the
verdict must be for the defendant,
as in that case the law leaves the
two just where it finds them.

KEARNS RILED AT
CHIP'S ACTION
Los Angeles, Cal., July 17 Jack
Dempsey's reported intention of
making Jack Kearns his manager
emeritus does not sit well with the
man who helped hoist him onto
the heavyweight throne, and
Kearns doesn't mind admitting it.
Commenting last night on the
champion'a announcement that he
would henceforth handle his own
boxing business, Kearns stuck out
his Jaw and said:
"Fifty per cent of Jack Demp
sey's heavyweight championship
title Is mine and as long as our
contract endures, he will make no
matches without my okey. He can
go ahead and sign for all the
matches he wants to with Tex

Complaining that the champion
had never notified him "man to
man" that he wanted to terminate
their contract Kearns uttered this
warning:
"If he thinks he can give me the
run-around by signing for a
couple of push-over matches until
after our contract expires I may
throw a monkey wrench into his
