This la one of the principal features of the Franco-Spanish ac cord regarding Morocco signed at Madrid Wedneaday. French official circles expect Abd-el-Krlm to refuse the offer because the leader of the tri bee men now opposing the French and Spanish In Morocco has repeated ly said that he would not accept a Bpantah protectorate. It Is understood the Franco- Spanish agreement also provides permission for French military forces to enter the Spanish Moroc can zone In. purault of Abd-el- Krlm's warriors and such other military operation as may be ncc ensary. (The French have been for some time seeking thta permlfieion and have maintained they were handi capped in combatting Abd-el-K rim's Invasion of the French zone by Inability to pursue the Kffflane when they retreated across the border Into SpanlBh territory.) Although Abd-el-Krlm has previ ously refused a Spanish protector ate, he has an Id ho would accept autonomy unde the French. M, Strong, of the sixteen experts who explained notes of observa tions in the stricken area, was due to the fact that the main street of the city lies above a submerged canyon which In prehistoric days extended from the old Santa Bar bara mission to the soa. The deposits which filled this old canyon and formed the land on which the buHneas section worn built were less firm than surround ing territory, Strong explained, and hence offered less resistance to the quake. It was the tentative concensus of opinion amotng the scientific observers that the temblors orig inated In the Santa Yner mountains back of Santa Barbara and travel' ed through the city by way of the submerged canyon to three chart ed faulte along the ocean front.
