WOMAN TELLS OF
QUAKE IN SOUTH
Word reached Salem yesterday
that Mrs. V. II. Kistner, former
resident of Salem and sister of
Mra. Nellie Tovnsend, who no v
lives at H32 Center street, w.w
in the recent earthquake at Santa
Barbara and came near losing her
Ufa at the time, A California
newspaper reaching Salem carries
her story with large headlines.
Mrs. Kistner is also aunt of Mr.s.
Robert Duncan, former Sulem resi
dent, Mr. Duncan being at ono
time secretary of the chamber oi
commerce here. Tho Duncan's
moved to Silverton three yoavs
ago, he becoming connected with
a furniture store there.
Mrs. Kistner had moved to San
ta Barbara Irom Ontario, Cnl., for
a visit a rew weeks ueiore me
earthquake tcok place.
At 6:45 o clock oa tho morning
of June 29, before anyone in the
house had risen, she felt a sharp.
whuiing motion that sent the
house furniture spinning. A ew
seconds later she heard grinding,
cruuehing nMsee, as frame build
ings were torn awry, stone up.u
brick buildings collapsed and win
dows cracked nnd shattered.
The house In which sho was
staying slid back from its founda
tion a distance of nuout two fen:.
The front door was jammed,
but after great cvort members of
the household succeeded In break
ing it down, and rushed out into
tho street. Ae they rushed to the
street they found contusion every
where. As further jolts shook the
earth, telegraph poles were enap
ped from the frround nnd dangljd
perilously overhead. Mains burst
and water spculed from the
ground.
By 11 o'clock in the morning
Mrs. Kistner succeeded in leavlue;
Santa Barbara in nn automobile,
tor blocks along the route tele
phone polos swayed under the
earth tremors. Uoads were cov
orod with water from bunted
mains.
Only one fire was seen by M.
Kistner. She said it was cuuW
from a gas stove where someone
had apparently been preparing
breakfast, having tho gae lighted
for that purpose. Either gas at:d
electricity connection were cut off
by tho first few shocks, or officials
turned them off to prevent out
break of fire, for after tho first few
tremors there was no gas or elec
tricity to he had.
On the road back to Ontado
crowds of fleeing persons were
passed, moving as rapidly us pos
sible from the scene of tho disas
ter. Many of them wore scantily
clothed, having had time to grim
only a few articles of clothing be
fore- rushing out or their homes.
Mrs. Kistner has remained in
Ontario since the time of the
earthquake.

INCREASES IN
CITY PAYROLL
RILE COUNCIL
(Continued from pogo ono)
this action was a discrimination
against oLher city dopartmnt
heads, two ordinances were intro
duced last nlghi designed to In
crease the salaries of Chief of Po
lice Frank Mlnttf and Fire Chief
Harry Hutton by $25 a month
each. This would be brought
about by amending the board of
censorship ordinance so as to al
low the police chief $25 a month
(or eerving on tho board, and by
amending the fire warden ordi
nance by nliowlng the fire chief
$25 a month additional for serv
ing as city fire warden.
Tho ordinance to increaso the
police chief's pay was Introduce
by Alderman Johnson and the bill
to increaso tho fire chief's pay
was eent In by Dancy.
Authority Questioned.
By tho timo the argument on
tho question wao finished doubt
had developed as to whether ;ho
street Improvement committee had
a legal riirlu to increase salaries.
and tho opinion of the city attor
ney was asked. Kowitz- replied
that he did not want to give an
off-hand opinion on the question.
it is thj general rule of law,
however,' ne replied, "and has
been nut forth by the sunremc
court, that salaries cannot bo In
creased during the term of office
of the officer affocted. There ;s
one exception to that, and that Is
in regard to city attorneys. The
supremo court has some lawyor
members who thought it all rl?!it
tor city attorneys to got their sal
aries increa3cd. Tho question here
involved, however. Is a little dii
forcnt from the ono on which the
supicme court passed In that those
increases were mado by a commit
tee and not cy n legislative body."
Patton' Starts Row
Patton started things by declar
ing himself against the nrlnciule
of Increasing salaries during the
tenure or om-o of the officials af
fected? declaring that they knew
when nppolntcd what their salar
ies were to be.
Alderman llr.ncy voiced the
,lamo opinion ao Patton, declarin;
that it the other salaries were o
he increased the same favor should
be accorded the fire and the police
chiefs.
Aldormn!! Itosebraugh defended
tile action o-: tho street improvc
iiint committee, t'eclaring tho nai
ades had been Increased for t'.ie
reason that the street improvement
department lias twice as minli
work tills year as It over bad in
any previous year. Tills was ili3
puted by llancy.
Mayor Clieyy spoke on the qil'js
tlon. "Tills matter was brought up,"
he said, "when It came us a sur
prise to me. It did not seem ri;;ht
to me unless Increases could be
granted all the department hc.i'!:-i,
but I did not havo a vote 011 tbc
queslion for the reason that 1 was
ehalrinau of the meeting nt which
the increases were voted."
Patton again took the floor.
"If the state, city and county
governments den't curtail ex
penses," ho declared, "taxes arc
Holng to increase. Then the over
burdened taxpayer will holler and
lie will have a right to holler. The
altitude I am taking here may
make all these men hate me.
though they have alwaya been my
good friend.-. P.ut I am going to
risk bringing upon myself their
life enmity by moving that tlieie
increases bo now revoked."
Mayor deny ruled the motion
out of ordor on grounds that t',e
opinion of the city attorney tj.id
been asked. Til,) question was de
ferred for two wr.efts accordingly.
Alderman Kosebraugh, In his re
marks, Ktated that the Incroasis
were Intended to cover only a six
months' period, or for tho months
of May, June, July, August, Sep
tember and O.'.Uiuer. The coun
cil, however, was plainly of the
opinion til ut tho Increases would
bo permanent if tho action of the
street improvement committee
were allow I to stand.
