Apparently alarmed by yesterday's outbreak, in which excited Chinese exchanged shots with the guards around the foreign settlement on Shameen island, the authorities are sending defenseless foreign civil ians from the trouble zone. A British steamer carrying 600 wqnien and children arrived at Hong Kong from Shameen this morning. The American gunboat Helena is proceeding to Canton from Hongkong. The situation at Amoy, north of Hongkong Is also reported increns Ingly grave due to the persistent antl-forelgn propaganda In clrcu-! Intlon there. . Despite assurances from the Chinese authorities that the unruly elements can be kept In hand, the American, British and Japan consuls have requested their governments to send warships and meanwhile a steamer.
