' The act provides that after July 1, 1925, "no certificate of the reg istration of any vehicle or number plates therefor, whether original iusues or duplicate-, shall be Issu od or furnished by the secretary of rttate of the state of Oregon, or any other officer with such duty, unless the applicant therefor shall at the sametlmo inako application for nnd bo granted an official cer tificate of title of such motor ve hicle, or shall present satisfactory evidence that such a certificate covering such motor vehicle has has been previously Issued to the applicant." The huge tak created by this is thrust upon the secretary of state, and the work ia added to by the requirement that the application and certificate "shall contain the manufacturer's number, the motor number, and any distinguishing marks, together with a statement Of the applicant's title and of any liens or Incumbrances upon "said motor vehicle, and audi other in formation as the secretary of state may require." 1 The law is in effect a complete finger-printing nnd Bertillon sys tem of identification for automo biles. Since It requires the own ers to pay no fees, the act does not make a start toward financing it presence on the statute books. But this Isn't all. In event of the transfer of motor vehicles, and hundreds are doubtless transferred every day In the state, the work must be done all over again. In this case the purchaser or trans feree pays a fee of $1. for dupli cations necessitated by loss of cer tlficates a fee of 50 cents Is charg ed. Failure to comply with the act Is made a misdemeanor, with fino ranging from $50 to $500. ; The act may practically double the force and expense of the motor vehicle department. Another appropriation overlook ed by the legislature was a pension of $25 a month for Raleigh C. VI1 son, member of the Oregon nation al guard who was permanently in J u red In the service.
