This Is under an amendment to the act paascd by the 1925 legislature. j An Important change was mode In that part of the act that defines "workman." "The amendment provides," said stntement by the commission yes terday, "that when workmen either associating themselves together under partnership agreement or as individuals enter Into a contract the principal purpose of which Is the performance of labor on a particular piece of work, such work to bo performed by them selves or with tho assistance nf other workmen employed by them, nil sucti workmen shall bo deem ed employes of the person having euch work done and not independ ent contractors." Another amendment of the 1925 session provides that any individ ual employer, or any member of any firm subject to the compensa tion act as employer, may apply In writing to tho commission to be come entitled ns a workman to com pensation benefits. Heretofore only employers engaged in hazard ous occupations could bring meni sci ves under the benefits of the act as workmen. Another amendment requires any person or firm, before engaging in a hazardous occupation, to notify the commission of that Intention. "Heretofore," says the state ment, "employers starting at baso rate might be penalized by having an Incrense In the rate for bad experience up to 15 per cent above base, and might have a reduction 8 low as 30 per cent below base through good experience. This has been changed so that there is no penalty or charge above base, and the rales can only be reduced as low as 20 per cent below base for good experience. The law further provides that no employer paying less thnn $20 per year shall be given tho benefit of good experi ence rating, but muHt bo held to base.
