Failure ot the committee appoint ed to prepare a declaration of faith and message to agree unan imousljr resulted yesterday In the Baptist convention being railed on to decide whether the theory of evolution should be discussed in Its statement ot belief. With one dlflpntlne member, the committee, headed ay K. I, Mullim Louisville, sutgef ted that the con vention adopt as Its statement on the belief of man s creation. "Man was created by the spec lal act of God as recorded in Genesis." Dr. C. P. Steely, Oklahoma, ot tered as substitute to the declara tion, this statement: "We believe that man came into the-world by direct creation of God and not by evolution.' The convention declined the substitute by a vote ot 2,013 to 950 after more than 2 hours discussion. Although the statement of the fundamental basis ot Baptists fails to refer to the evolution directly, the theory is basu in a statement appended to the doctrinal declara tion. This statement was reported by the full committee. The statement holds, that while science Is Important, that Us find ines ore needed and welcomed. It Is separate from religion and must be Kept separate. SECOND VETO Klamath Falls, Ore., May 15. For the second time within month. Mayor Fred It. Coddard yeslerday vetoed a councilmanlc resolution which sought to sire the Strahorn railroad an exclusive franchise to cross Sixth street The mayor declared that he would never sign a resolution which would tend to permit on railroad to "bottle up' the entrance to the city. He 1sq urged the city not to give the Strehorn line any per mits or easementstof any Rind un til the city's $300,000 Interest in the road should be protected aeain.it a "bankruptcy sale, ' or any other sale ot the Strahorn road. Coincident with this executive veto. It became known that Hill line surveyors are planning to locate a line across upper Klam ath lake, which would put the new road nearly four miles from Klamath Falls It such a route were taken, t Is believed here that th line U being surveyed to proioci the Hill lines in the event that Klamath Falls does gnot give it a feas'hle entry Inio the city.
