Announcement of the amount ot business done by th Salem Transportation company during 99 days operating a river boat between Salem and Portland was made yesterday by F. W. Karr. head of tbe company. The North western, the largest shoal water el afloat, baa been in use 84 of the 99 days. During the 84 days 40 round trips have been made, carrying a total ot slightly over 7000 tons. Ot this amount approximately 4000 tons went down the river to Portland, 3000 coming up, from Portland to Salem. The boat line, although oper ated as a private enterprise, la backed by various Salem firms, particularly tbe Salem Pulp and aper company. One main Idea In establishing th line has been to turnltih competition for railroad lines running north from Csllfor nla, with the Idea of obtaining terminal rates for Salem. Under present freight rates, a carload of goods coming north le uncoupled1 from the train at its destination here, but the rate charged Is the, same as though the car were tak on to Portland and then sent back to Salem. For years Salem ship pers have been paying rates on goods from southern points which are In excess of rates paid by Portland shippers. It Is believed that It will be powtlble to secure terminal rates to Salem if the boat line Is placed upon a basts such that the Interstate commerce commission can he convinced of the genuineness and permanence ot competition by the water line. The Salem Transportation com pany has been using the dock hullt and- originally used by the Inland Water . Transportation company, which became defunct following Inability of Its owners to secure payment on the insur ance of their boat, the Relief, i The Salpm city council Is elat ed to decide Monday night on n petition asking permission to use the property on which the dork Is built. The property, located at the- foot of Court street, was used without charge by the Inland Waters Transportation company, having been granted to them for a period of 6 years as a concession to get them to establish the line. The present company asks a similar concession. It Is under stood that after the five year per iod has elapsed they will begin to pay rent on tbe land. The Salem Transportation com pany was recently Incorporated at $20,000. F. W. Karr,. shipping manager for the Salem Pulp and Paper company, Is president of the company and owns two thlrdfl nf the stock. Dean Vincent of Portland owns the other third. Karr states that eventually he hopes to put another boat Into service between Salem snd Port land, furnishing daily service both ways. He also has plans for carrying passengers, but It Is questionable when passengers will bs carried. Under his present regulations he is allowed to carry as many as 10 passengers on a trip provided they pay him noth ing. He states that he is glad at any time to take shippers to and from Portland free of charge. Concerning terminal rates for auiem, rvarr ueueves mat it win be possible to secure the rates if the matter Is pushed properly, meaning by that that some high powered representative should be secured, preferably by the Salem chamber of commerce, to repre sent the city before the Inter state commerce com mission at Washington, D. C. "They won't give It to tbe city unless the city goes out and asks tor it," says Karr. "So far as I'm concerned It would suit our bus iness all right. We could still cut under the railroad rates and get the business. The Interstate commerce com mission will recognise nothing less than actual, not theoretical, competition, and then only when its presence is impressed upon the commission In the proper way, Karr believes. 8o far as tbe rail road lines art concerned, it Is Karr' opinion that they would welcome orders from the commis sion to lower their rates to Sa lem. They cannot do so without orders. Granting of terminal rates to Salem shippers would save them- thousands of dollars annually. and make of the city a distribut ing center in many ways on - a par with Portland.
