A substitute Americanization
bill for house bills 375 anil 296
has been prepared by Represent
atives Woodward and Kirkwood
for Introduction this afternoon.
The bill embodies most of the
Ideas incorporated In the other
two bills. It would establish a
department of Americanization -o
be conducted under the supervis
ion of the state superintendent of
public instruction. A commission
of five unpaid persons would be
established. Its purpose would be
to lay out a course of study and
promote the work of Americaniza
tion throughout the state In eon
junction with the public school
system. The commission would be
authorized to appoint a state di
rector to assist the superintend
ent of public Instruction. An ap
propriation of $10,000 i called
for in the bill.

FINAL WEEK

hope of breaking up the senato
combination that in standing with
the governor on such measures as
the fish, game, bonus and other
bills and that the vetoes would
still stand if the legislature re
mained in session for six months.
Hie- Stuff All Bunk
Gradually there is dawning
upon the more or less independent
members the conviction that all
of the so-called "big stuff" of the
session is principally political
bunk, and they are anxious to get
down to the real business, the ap
propriation bills, and then go
home. What happens to the other
proposals now does not Interest
those who would have to he in
teres ted to break the deadlock that
exists.
Today It can be said advisedly
that the antl-Pierce program upon
which the legislative organiza
tions launched themselves during
the first few days has fallen flat
But there will be no derth of
activity during the remainder of
the week. Every member has
some one bill or another In which
he Is interested enough to try to
get action upon It, and In the
aggregate they will give both
houses plenty to do.
375 Bills Await Action
This morning there were prac
tically 375 bills in the hoppers of
the two houses awaiting attention
and this number includes practic
ally all of the big controversial
measures in one house or the
other. Such bills as the fish com
mission bill, the fish code, the
game commission bill, bills deal
ing with the personnel of the
bonus commission, a bill to
abolish the market agent's office

George Washington has been
carved scores of times as a General
and as President, but It has re
mained for Pompeo Coppinl, New
York sculptor, to complete a ten
foot bronze of the President as
"Washington the Gentleman," The
statue will be dedicated In Port
land, Ore., on February 22, 1926,
as the gift of Dr. Henry Waldo
Coe, of that city.
MAKE TREASURERS
-TAX COLLECTORS
The duties of tax collecting
would be transferred from the
hands of the sheriffs of the eta'.e
to county treasurers under a
house bill which le scheduled for
introduction by Representative
Cowgill, Jackson county. The bill
points out that the duty of sher
iffs has been made much heavier
by the prohibition laws and that
other duties are continually be
ing imposed upon them, also that
the sheriffs desire the transfer.
Salary of the state engineer
would be raised from 3600 to
$5000 a year under a houee bill
prepared by the irrigation com
mittee and listed for introduction
today. Actual necessary traveline
expenses while away from his of
fice would alfo be provided.
A bill designed to reach the
Pacific Sprues corporation. ac
cording to one of -its authors, hae
been drawn up for presentation
by Representative Fuller and Sen
ator Deals. It provides for assess
ment for taxation of lumber and
timber products from timber not
taxed. Representative Fuller ex
plained that the vast holdings of
tho Pacific Spruce corporation
were obtained with a tax exempt
provision.

Six hundred and ninety-five
bills had been Introduced In the
two houses up to Saturday, 469 In
the house and 226 In the senate.
There are more to come, and
among those yet to appear are the
appropriation measures that will
come out of the ways and means
committee along about Wednesday
or Thursday. In the house 161
bills have been passed, and 71
have been withdrawn or defeated,
leaving 204 on the calendar. The
senate still has a few more than
100 of its own bills to consider.
Also it must be remembered that
both houses also have to pass upon
all of the measures passed over
from the other.
Busy Davs Ahead
Unless stringent cloture rules
are adopted neither house will be
more than half way through Its
program by Saturday night, and
perhaps it would be the best thing
for the state If the appropriation
measures were brought in and
passed and the rest left to rot
where they lie.
Night sessions will he the rule
of the week, that much is assured.
Today the house has 71 bills on its
calendar for final passage, to say
nothing of the special order of
business at 2 o'clock this after
noon, when the representatives
will attempt to thresh out the
prohibition situation. Midnight
tonight will probably see the low
er house still burning the electric
ity. In the senate the members
are not so ambitious, they having
only 18 bills on the day's calendar,
but they too have a special order
of business, ratification of the
federal child labor amendment, to
wrestle with.
House bill IDS, is also In the
senate calendar for today, and
that means an oratorical war. The
bill would take the appointment
of the members of the state game
commission out of the hands of
the governor and vest It In the
board of control. To explain
further is a waste of words and
valuable space.
Advisedly it can be said this Is
going to be one grand week for
he galleries, and the net result
will probably be a lot of unim
portant bills to clutter up the
statute books.
