FRIDAY, FEBRUARY 13, 1925 THE CAPITAL JOURNAL, SALEM, OREGON A committee of five persona In each county where sta.e funds are to be loaned farmers (or re-seeding their troim uuder the $1,500.0011 -relief act will assist the state buurd of control in making the loans, according to rules promul gated by the board of control. The rules include the following points: A county committee of five per sons avpjinted by the board of control to ttssint lu the loaning of state funds to farmers for re eeeding purposes. illank applications tor loans, printed forum of notes and crop mortgages, waivers of liens, etc., will be furnished by (he board of control .o the county committee for the use of applicants for re seeding loans Ail applications for loans must be sworn to before a notary public. Where the land to be re-seeded Is held uuder lease or contract of purchase, the certificate forming a part of the application must be ngned by the lessor or vendor. The certificate of committee recommending loan must be sign ed by at least a majority of the members, but the board of control desires that the entire committer pass upon the eligibility and ra- potisiliility of the applicant. Each application for a loan must be accompanied by the cer tificate of a responsible abstractor or attorney at law. Holders of prior 1.b upon the crops to be mortgaged to the stale mutit execute proper waivers there of in favor of the state before any application for loan Is finally ap proved by the board. This rule, however, does nor apply to lessees of land held in trust by the Unit id bt&tes government for its wards, Proper waivers must be executed by holders of mortgages, judg ments or other Incumbrances upon the land proposed to be re-seeded In all cases where the lands proposed to be re-seeded are held under lease or contract of pur chase providing for crop payments to the vendor, the lessor or vendor must join in the execution of the crop mortgage to the state. Before any loan can be approved by the board satisfactory prosf must be furnished by -the, commit tee that the crops mortgaged to the state are or wilt be insured against loss by fire. Upon the approval of a loan by the board of control the state treasurer will promptly remit the amount thereof to a bank in the county to be designated by the committee, and the committee shall be responsible for the prop er disbursement of the proceeds of such loan. toon the delivery of any mort gaged crop Into the warehouse, the wheat receipts therefor shall be Issued by the warehouseman in the name of the Oregon state board of control, and the same shall be immediately transmitted Ko the board, and thereafter the grain represented by said receip's may be sold by the board at such time and for such price as it shall deem for the best interests of the state, and tie proceeds of such sr.le. lo33 all proper deductions shall thereupon be applied on the mortgage debt. CROWD HEARS MERGER PAY TRIBUTE TO LINCOLN The hall of representatives at the state house wns thronged yes terday when Col. W. G. D. Mercer, chaplain of the state senate, de-livere-i hlii address on Lincoln. Much of the address was of a rem iniscent character, describing Lin coln as he was personally observ ed by Colonel Mercer when ft youn? man. Much of patriotic elo quence entered Into the address which was only about 20 minutes In length. On the rostrum of the hall of representatives were members of the supreme court and stite offi cials, with Senator Gus C. Moser, preaMent of the senate, presiding. The drill was boring further Into this, early this morn inc. when ths top of ths new tunnel was uncovered. Drilling was at once stopped, to concentrate on clearing out this tunnel. Timber Near Tun ml The engineering staff made Im mediate preparations to Umber around and down Into the new tun nel and finish the sixteenth sec tion of shaft timbering only suf ficiently to prevent serious cave-Ins on the wall eppasrte the new tun nel. Carmlchael explored the mouth of the new tunnel at daybreak and said he hoped they would have Collins by noon. The new tunnel as the mouth of It was further cleared away, was easny large enough to accommo date a good sized man, and as far as they could peer down Into It, ran straight away from the north west corner of the shaft, diagonal ly to the left toward the mouth of Sand cave. From, his preliminary explora tion of ths new fuonel, Carmlchael indicated he believed the tunnel would lead down to a huge pit lo cated Just behind Collins. The hole was unmistakably passageway leading down Into limestone cave and miners brought up pieces of cavernous rock to ex hibit to H. T. Carmlchael. The medical staff and other officials were hurriedly awakened. While the miners felt that It might be several hours before rescue party would be permitted to explore the tunnel, there was already keen competition among the diggers for the honor of going uown on tne next shift. The down draft In the shaft was so strong tnat the miners lamps were blown out when they looked down the new tunnel. Hole Discovered The hole was first discovered about 1:30 a. m., and Carmlchael. In charge of the shaft and a doctor were awakened. Ths discovery of the new tunnel was closely guarded, the miners refusing to talk about it. Cut look in down the mouth of the shaft, the shadow of the Hole was clear ly evident. The downdraft had cleared out the shaft of the thin fog which has filled ths shaft since ths cold snap, caused by the miners breathing and the warmth of their bodies and the hole In the flickering light of the miners lamps, appeared to extend nearly half way across one side of the six foot square shaft.
