Tho working committee of aldermen und citi zens appointed by the mayor met last n if; lit and detailed work of bringing tho necessary informa tion out in graphic form o a nit's- cial committee, made up of Fred Krixou, D. U. Hcrrick, W. H. Dancy, H. M. Rogers, city engi neer, and Walter Lowe, street commissioner. Kither a bond Issue of approxi mately $300,000, or a millage tax of 1 ur 1 M mills will be the propo sition put up by he city council for rcferuum action, and propo nents of each pitn of tinanciu;; discussed the matter last night. Should any actiun of the stall legislature be referred o the peo ple in a special election, the spc cial election on the bridge matter vill be set to correspond, in date, with the state eke'ion. Instructions to the special com mittee appointed last night were for immediuto drawing up of a pencil plau of the construction program, an dan estimate of the total cxpendture necessary to re place the 50 bridges in the city I iiits with permanent struc'uros, aud for the yearly expenditure necessary to replace the bridges, one at a time, at yearly intervals, as they become unsafe fur travel A bund issue would necessitate the complete replacing of wooden bridges with concrete structures at once, It is pointedout, whereat; by putting iu one or two new bridges each year, the money fron a one or two mill tax wolld be sufficient for financing, says Mr. Unncy. A one-half mill tax would ni the city $7000 a year, says Mr. Dancy. As some of the present bridges will last eight or 10 yetits, he believes that by a yarly pro gram of replacement the bridge s.tuation in Salem can best be solved. Four permanent bridges are nv; standing In Salem, says Mr. Dancv. One is on North r ront. one en North Commercial, North Liber'.y and ono on Center street. Some others alredy have concrete abut ments, and only the concrete spans will have to be poured there. The South Commercial street bridge would be Included In the program of replacement. The cost for that structure alone will be about $50,000, It is estimated. Plans are to shorten it from 150 feet to 50 feet by building a con crete abutment on the south end. This could be built long before the bridge and filled with nu-h materials as may be found from time to time, believes Mr. Dancy. All action will be held up for a few days, pending the report of this Kperial committee.
