The bill proposed to grant the right ol appeal to the circuit court from orders of mu nicipal officials revoking the li censes of hotels, pool rooms, soft drink establishments and similar places. liaiilcs, In opening the argument for his bill, referred to the poll Il eal power wielded through ita li cense revoking authority by the Portland city council, and apply ing his favorite term of "czars" to the Portland councilmen, declared that they do not want this yowcr taken away from them. "The curse of political power," be said, "is one of the greatest curses In this country today." John F. Lonau, Portland attor ney, presented an eloquent argu ment for the bill. Robert McGu.re asserted that no body of men should constitute caemselvee Judge, jury and prosecutor in one. He referred to raida which he charged are staged just before election for political effect, but on persona who have no votes. Before a body that exercises both executive and judicial power he declared there Is not the chance for fair play that Is afforded by the courts. He ac cused the Portland commissioners of revoking the license of one club, against which no evidence -was obtained, ana solely on the ground that the club did not have enough members. Calls Bicelow Pharisee John Kiiiste, auoiuer Portland lawyer, called the city council prosecutor, judge, jury, turnkey and jailer. "Whenever I eee Commissioner Bigelow," said Kaste, "1 think what a pity it Is that he did not live in the days of our Savior, for be would have been a most excel lent Pharisee. There is nothing fair about Bigelow." Frank S. Grant, Portland c.ty attorney, answering the argu ments of the proponents of the bill, declared that the measure would transfer all license revoca tion cases to the circuit court, that no defense would be attempt ed before the council and that the circuit court wouldTjecome admin istrator of the license laws of lb citv. Grant declared that if property owners would "look for legitima-e tenants and not for the almigmy dollar all the time moral condi tions in this state would be while lot better." Pnn flip fihihs. Robert Imlay, assistant city at- . torney of Portland, asserted that the taking away of a license to do business was not taking away a fundamental right. Chris Schuebel, city attorney of Oregon City, said the bill would affect every city in the state and would congest the circuit and su preme courts. "In mv opinion," said Schuebel "tills bill was drawn solely in the interests of the maa who wants to violate the laws, not the man who wants to obey it. We are inter ested In Oregon City." W. P. Newell, representing the law enforcement committee of the city of Portland, submitted statement in writing. This state ment asserted that the bill pro vides for a trial in the circuit court rather than an appeal. Many ch a nges have been made in the bill, the most important being elimination of a provision for establish'!'.;; branch institutions. Under the bill a mutual savings bank could be established in the iitate without capital. Its dire. tors would have to post $5000 us a guaranty fund, and the directors themselves would have to be satis factory to the state superintendent of bands. They would also have to pay all operating expenses of the institution until it was on a paying basis. The $5000 guaranty fund would have to be -built up to a point of 10 per cent of total deposits. After this point was reached, the dire: tors would be authorized to relni burse themselves for the (5000 advanced. The measure would require that 70 per cent of Hinds on deposit could ba loaned on first mortgages on real estate using an apprau-id value of 50 per cent. The 30 per cent balance would have to be kept in first class securities. Representative Gordon points out that all savings banks of New York are mutuals. Salary of the county judge of Curry county would be raised from $1,000 a year to $1,500 a year by house bill 134 passed. House bill 169, providing that the supreme court of Oregon be authorized to lay down a eet of rules for court procedure In the state assed. Carkin, of Jackson county, explained that such a measure would permit of devising Improvements to speed up court action. House bill 243 providing for proceedure in vacating platted acreage for roads and other pur poses passed. The county court would be au thorlzcd to levy up to ten mills rather than only five mills against school districts failing to levy that sum sufficient to bring Its total up to $620 under house bill 260, passed. M'NARY CONSULTS '' WITH THE PRESIDENT WashlnKton. Feb. 5. President- Coolidge'a disposition to plfcca responsibility for enact ment of agricultural legislation on congress brought assurances from republican senate leader today that an earnest effort would be made to press farm measures based on the report of the agricultural commission. Senators Watson of Indiana, as sistant republican leader, and Mc Nary, Oregon, ranking republi can member of the agricultural committee, discussed the situa tion today with the president. The Multnomah delegation of the senate will Introduce a bill providing for an Increase in the salary of Martin Tratt, chief di.p uty sheriff of Multnomah county from 250 to J275 a month. It will authorize the sheriff to make the Increase. Mr. Pratt la seeking an Increase to (300 a month tad the draft of a bill to that effect was handed the delegation, but because of the protest that goes up over the state over all salary Increase measures the delegation would not go that strong. benator staples Introduced a bill to Increase the salaries of h supreme court Judges from $5200 to $7600 a year, and says ho Is being swamped with condemnatory letters ag a result. I A house bill introduced hi Bail ey, providing that beneficiaries under the state bonus and loan act may transfer their mortgages by which a loan from the state secured in event they dispose of the property mortgaged to the state and acquire other property, passed the senate yesterday. Senator Strayer's bill providing for the sale at public auction vi abandoned and starving horses was passed by the senate. The Multnomah delegation of the senate is wrestling with the bill introduced by Staples to abol ish the office of constable in Mult nomah ocunty and transfer the duties of the office to the sherilf. A substitute bill will probably bo prepared. Staple objects to the large number of salaried deputies employed by the constable. Sena tor Klepper contends, and says he has the word of the sheriff's office for it, that just a many deputies would have to be used by the sher iff and that they would receive higher salaries. Klepper also call ed attention to the fact that the deputy constables scVve summons for the court of domestic relation without charge, and that the Sa lem provision would have to be made in the Staples bill regarding deputy sheriffs. TWO RESOLUTIONS PASSED The senate passed a concurrent resolution introduced by Eddy pro viding for a committee to investi gate the feasibility of a teachers' retirement fund. It also adopted a joint resolution introduced by Fisk expressing appreciation to Mrs. Edwin W. Morsa and Edward Dornbecher for a gift of $200. 000 to the University of Oregon medi cal school.
