Appropriation of $750,000 to cover first purclianes of the books would be provided for in the measure, which would be 8u limit- tod to the people for approval at the polls. Establishment of the Western Normal school and college at Sea side Is asked In bouse bill 215, liatw of Clatstop county Intro duced In the house. The measure would be referred to the people under terms of the bill. Provisions for changing county seats are made In houue bill '14. Introduced by Carkin, Jackson county.
