Senator Klepper has mado study of the department and has made public a statement 'setting forth his views. "The public service commission of Oregon and Its predecessor, the railroad commlsleon, have been in existence for about twenty years and have filled a very Important place In the state's affairs. Ex perience has demonstrated two things: "First That public service cor porations must be regulated; an J, "Second That the best results ire secured through the efforts or in administrative body trained by ixperlence. "All of the above valuations have been made for the purpjic of establishing rates. "There are now pending before this commission four cases In which valuation and rates arc to be determined. Court appeals have been taken and cases are now pending against orders of thl commission In the farm products cases in which substantial redac tion In freight rates were made bv state wide order of this com mission. BARE IN LETTER Many school teachers and school boards in Oregon are be ing duped by book agents selling subscription books on the subject of school and teacher methods, saye J. A. Churchill, state super intendent ot schools, and he nas issued a letter to county and slly superintendents requesting them to warn teachers against the pur chase of such books. Several county superintendents have com plained to the state superintend ent about the operations of the book agents. "My attention baa been called to the activities of book agents in several districts ot Oregon who Are offering their wares to school boards and to teachers," said Mr. Churchill. "Many of these books are of little value but are pur chased by school board members who are anxious to do everyth'm; remote control. "The state of Oregon cannot af ford to be deprived of an admin istrative body empowered by law to Investigate and regulate the service, rates and practices of common carries and other public service corporations or utilities, and for that reason, I am opposed to the policy suggested of support ing the commission by providing funds for the exercise of Its duties and functions solely, or in part, by assessments, levies or charges made for that purpose against the railroads or untlllties regulated. 'If through lack of funds this commission cannot properly regu- lute the railroads and public util ity companies it is charged by laws, passed by the people on ref erendum, to supervise and regu late a chaotic condition Is certsin to exist which will be very detri mental to the best Interests of the people of the state."
