PAGE SIX THE CAPITA JOURNAL, SALEM, OREGON FRIDAY, JANUARY 28, 192fr THRIFT WEEK TALKS WHY BUDGET? By Helen B. Hamilton Tbe thought of budgeting ibe tinily income gets per hups J iany different receptions u ilierj Ere (aiuiliei who entertain it. here are some faumea when either the husband nor wife Vuuld welcome the plan of apr louing tbe funds to vanoua use; ithers in which tbe husband (leads in vain with tbe eUrva ant mate to keep her accounts: Kill others where tbe reverse coa lition fciiuta, and Borne few where loth partners eater glady Into the usiness. Ot the second class, w re reminded of the etury of the new husband who explained en thusiastically to bin impractical bride just bow to keep her little account book. "See dear, here in a tittle column vr food, another for shelter, and here la one for your clothing ,oue for mine, and so on. All you have to do is to keep track of every expenditure la a little book and at tbe end of tbe month we will add up all those of a kind and pout the totals In the! proper columns." When tbe eirt j of the month came they sat down together to post tbe little ne I book and to learn tbe results of the first month e venture nto matrimony. At II ret the Items showed accurate entry and tana, glancing down the remainder ot the column, the husband discover ed that Beveral Items were entered, G. O. K. "What were these ex penditure, Jane? What do ycu mean by G. O. K?' "Why, I JuU cau't recall, Jim, but G. O. K. means God Only Knows." There are very few fa ml lie who keep a budget. Even women who have received actual trainiu In this work through doma:ic acieuce courses rarely do so, but fiud it easier to use an allowance and let their husband, worry over the future financial outlook. Much material ia available In books and magazines about thofe who make a budget. Authors dif fer about tbe account divisions fur incomes but perhaps tbe must common are; 1 Food. 2 Shelter, rent. 3 Operating, light, heat. Ice, phone, wages of maid, house fur utHbiugs, etc. 4 Clothing. 5 Saving, not ncce.iHarily con crete case, but expenditures far Improvement!, on property, insur ance, Investments, 6 Luxuries, cigars, barber, extru food, clothing, amusement. 7 Advancement, education, music, vacation. Food shelter and eolthlng should record I he ha re nccesst ties for health. (Anything beyond this should be claused as luxuries.) The apportionment (or these will com prise a great P(ir cent of the smu'l Income, of course, than of a large income. The larger tho lueo ne the greater ic per cent for iinuw 4, G, 6 and 7. The per cent for food, advancement, luxuries and savings varies considerable; th V. for shelter, operation and clothing remain more or less the same. When Iteglnr.Tng a budget .one should consult tne bent authorises to get their general ideas. Then, rleeid" what amounts Miould be spent for tbe items which very least 2. 3, 4, in order to maintain a staudard of living promoting health and comfort. Next, keep careful account of expenditures wntcn vary must, l, 6, ti, 7. Final ly, get the totals under each head and compute the per cent ot eicL to the income, if the "savings' and advancement accounts do not show enough to maintain funds to cars for future needs as well as to meet emergencies one must see that accounts 4 and are cut down One should reason that luxuries satisfy only present desires aa.l did not tend to give permanent advancement. One author says: "Luxuries are those things which causes the race to deteriorate." Tbe allowance plan la not a good one. It Is unbusinesslike and shows a failure to grasp a broad view of the family finances, ft fosters extravagance if the al lowance is too large; begging. ?k tin pmg and even sneaking methods If the allowance Is too small. It places the entire respon- sibilty of running the family af fairs on the wage-earner, while leaving the wife in Ignorance of the true state of tbe financial con dition of the exchequer. The budget system has the fal lowing concrete advantages: 1 Mutual understanding of family finances. 2 Character building, a good saver is a good spender. If the children, too, are required to do their part, it Is fine training to meet future needs In business as well as home. Z Co-operation In the family, each member bears big share of the responsibilities and gets his share of the benefits. 4 Good budgeting, especially of small Incomes, promote a healthful standard of living. No budgeting allows unwise leaks In expenditure for unnecessary things. 5 Increases amount in the sav ing fund, thereby ensuring com- Break a Cold Right Up with 'Tape's Cold Compound" Take two tab lets every three hours until three doses are taken.
