vendor pay a heavy graduated lic
ense fee beginning with $15 a day,
would apply to Maxwell caused n
debate. Mayor Clesy wanted lo
know if a tarnalo was a mechanical
device, and the city attorney said
it was merchandise and would
come under the ordinance. Jiut all
the council men were for Maxwell,
and took no action. This means
that lie will operate without a
license.
"I am a taxpayer nnd try to be
a good citizen," said Maxwell in
making his plea to tho council. "I
don't want to be a loafer. Yet I
applied to Salem employers for
work and was told that they want
ed to save tho Jobs for the college
boys. So I learned how to make
tntnales, and started my wagon. I
was stopped in nn hour. A year
ago a man came In here from Ok
lahoma. Jle didn't own a bit of
property. He operated a long
time, paid no license and then left
for Oklahoma owing everybody In
Salem. I started my wagon at 5
o'clock and they made me quit at

that the Wlltjam building on State
street between Twenty-third and
Twenty-fourth shall be set back

A remonstrance against the pav

the cost of paving south Twenty
first, from State to the Turner
road, nnd a bill to suppress (he op
eration of peddlers In tho city. A
bill that was introduced by Van
Patten some time ago to place
restrictions relative to building
along streets In certain districts
was indefinitely postponed on his
motion. Mayor Glesy spoke In fa
vor of the early adoption of a city
building code.
Tho council adjourned to Friday
night of this week: when the an
nual budget meeting will be held.
