Chicago, Feb. 21. An Indict
ment of poor farms and orpnan
asylums in all parts of the country
as characterized by conditions
"revolting and a scandal to the
nation" was delivered by Secre
tary of Labor James Davis In an
address here today. He said that
a survey being conducted by the
department of labor disclosed
American county charitable insti
tutions that are ' a century behind
the times,' "monuments of waste.1'
and places of "filth, cruelty, in
humanity and horror." Children

warrants Issued by Judge Wood,
State Prohibition Officers Paul
Mumpower and E. A. Neal were
arrested Tuesday in Comillle and
held on charges of murder in the
first degree in connection with the
fatal shooting of Lawrence Hare
near Brookllngs, on Thursday.
Sheriff KUingston of Coos coun
ty made the arrests and Sheriff

bring the prisoners here.
