While Japan Indicated a willingness to con clude later a trade agreement with Moscow, It was stipulated that this must be preceded by an un derstanding with Chita over the matters pertaining; to the with drawal of Japanese troops from Siberia. Meanwhile, it was ex plained, Japan will insist that Chita prevent bolalievlkl propa ganda from Invading Korea. Subjects Discussed, The delegates agreed they would attempt to reach an understand ing first on the estdbliehment ot general trade relations between Japan and China's Far Eastern re public. The Japanese delegates declared tbat Tokio, backed by the Japanese 'people, was willing 'to transact business 'with Chita. " Restoration of Vladivostok to the sovereignty ot the Chita gov eminent was held to be the next question. . The delegates were un derstood to be ready to recommend that after Japan had completed its evacuation of Siberia, by the end of October, Vladivostok would be declared an open port under ths control of Chita. The terms ot this arrangement will be disf cussed. ; The third point on the program is the restoration of war muni tions In Vladivostok to the Chita government.
