President Harding has under consideration today the proposals of the joint congressional commission on reor ganization of government depart ments and bureaus preparatory to submission of the plans to the cou gressional committee which is to draft legislation to put them into effect. Only a few questions re mained to be smoothed out, ac cording to Senator Smoot, repub lican, Utah, a member of the com mission, and then the program is to be submitted to the committee. The report was submitted to the nresident by Walter F. Brown of Ohio, chairman of the commis sion, at a conference at the White House last nighi. Other confer ences are expected to be held by the executive with members of the commission and other congress men of the reorganization propos als which are understood to have included consolidation of the war and navy department and rear rangement of several bureaus. Rice, a member of the editorial staff of the Spokesman Review has been named as office secretary of the northwestern headquarters of the Columbia Basin Irrigation league here, it wus announced to day.' James A. Ford, general sec retary of the league, left last night for Washington, D. C. where he will conduct the activi ties of the league in favor of the Columbia baBin irrigation project.
