"From all producing regions there are reports of the discontinuance of night operations," the bulletin says. The controversy between the eUy ot Portland and the state board cf health over the payment of claims in cident to the maintenance of Th Cedars, Portland s venearal isolation hospital, took a new and wholly unex pected turn Friday when the board of health" not only refund tj ask for a deficiency appropriation t r the purpose f reimbursing the city of Portland for its claim against the state, but disputed the legitimacy o these claims, a large portion tif fthich it was Intimated represented "pad ding" Inserted by the city in an at tempt to collect state money for th care of its own barges. In any event the controversy is one for consideration by the state legis lature and not the emergency board, it developed at this morning's session of the emergency board, inasmuch a the state board of health refused to ask for a deficiency appropriation de claring its ability to take care of ail legitimate claims -which the city of Portland might have against the state. This reversal of the position ot the state board ot health which had here tofore approved the claims of the city and expressed its readiness to co-operate with the eity In securing th payment of these claims, aggregating more than $11,000 was occasioned by an investigation of the city's claims by H. F, Mcinturff, Portland attorney, the result of which was first made known to the member ot the board of health while enroute to the emer gency board session here this morn ing. As the result of this Investigation Mcinturff claims, It has been found that of $5830 claimed by the city of Portland to be due from the state for the treatment of state cases at The Cedars since March 1, 1919, ap proximately $3418 represents the treatment of cases entirely germnln to the city of Portland, some of which Mcinturff claimed, had been "on the records of the police court for the past twenty years."
