The attorney general's Instructions
were given at the request of -Mr.
liouser who, in a telegram to Mr.
Palmer, declared he could "not per
mit the statement of tho grand jury

attorney after his Investigation, give
"equal publicity to his findings as
were given to tho insinuation in the
