Because the ban- quet features a variety of raffl es, ticket prices vary according to how many tickets attend- ees wish to buy in advance. The fee for din- ner is $45 per person. Attendees spent more than $18,000 on the raffl es in 2016 and won 64 guns and dozens of other prizes. The event grossed $100,000 in 2016, with half of that money going to the Oregon Friends of NRA State Fund Committee from which grants and scholarships are awarded. Grants in Wallowa County included $40,000 in donations to Divide Camp (a hunting camp for disabled veterans) includ- ing a $15,000 donation for an all-terrain track wheelchair in 2014; grants to Creating Memories (a hunting and fi shing organiza- tion for disabled individuals); approximately $128,000 for range improvements for Eagle Cap Shooters Association; a grant to the Wal- lowa Rod and Gun Club to expand its club- house; and eight $1,000 merit scholarships for local high school seniors. In 2014 Katie Birkmaier of Enterprise, Morgan Waters of Wallowa and Emily Spang of Wallowa all were awarded scholarships. This year scholarships will be increased to $1,500 per student. Organizers of the Wallowa County event estimate more than $200,000 in grants and scholarships have come back to the county over the years. Students are selected by the administrators of their respective schools. Esther D. Carper May 2, 1928 –– Oct. 1, 2017 Longtime Wallowa County resident Esther D. Carper passed away Sunday, Oct. 1, 2017, at Alpine House in Joseph. She was born May 2, 1928, in Lewiston, Idaho, daughter of Ira Litchfi eld and Mina Hazel (Womack, Litchfi eld) Johnson. Esther married Alfred E. Carper who preceded her in death in 1962. She worked as a waitress at the Circle T Cafe and Elks Lodge in Enterprise before working with the DHS prior to retirement. Esther was a devoted member of the Christian Church and also a lifetime member of the VFW Ladies Auxiliary. She is survived by her son Larry Twidwell of California, daughter Melody Bailey of Hillsboro, Ore., and son Ron Carper of Portland; four grandchildren; seven great grandchildren; and two great great grandchildren. Esther was preceded in death by her brother, James Litchfi eld; son Garry J Carper; two grandchildren, Craig A. Carper and Jean- nie R. Brewster. At Esther’s request, no services will be held. Internment will be at Enterprise Cemetery. Remembrances may be made to the Enterprise Christian Church and Alpine House. Ruth Evelyn Boyd Ruth Evelyn Boyd, born Sept. 15, 1916, entered fully in the presence of her Lord and Savior Oct. 6, 2017, at her home in Enterprise .
