NOTICE OF 30-DAY COMMENT ON DRAFT
ENVIRONMENTAL ASSESSMENT
NORTH PINE CREEK CHANNEL RESTORATION PROJECT
Request for Comment: The Draft Environmental Assessment (EA) for
the North Pine Creek Channel Restoration Project is now available
for a 30-day Comment Period. This comment period is combined
with the scoping period described in 36 CFR 220.4(e) and 40 CFR
1501.7.
The Wallowa-Whitman National Forest proposes to restore a short
section of North Pine Creek adjacent to Forest Road 39 near the
North Pine Rest Stop. The purpose of the project is to reduce the
risk of slope failure and impacts to the road at that site. The project
area would affect approximately 2.6 acres, and is approximately
1150’long by 100’wide. The project is located 55 miles southeast of
Joseph, Oregon in Wallowa County, T7S, R47E, section 2.

The comment period is expected to start on February 25, 2015 and
will end 30 calendar days after that date. This comment period is in-
tended to provide those interested in or affected by this activity an
opportunity to make their concerns known. Those who participate
and provide timely comments will be eligible to object the decision
pursuant to 36 CFR part 218 regulations (if appropriate).
How to Comment and Timeframe: Written, facsimile, hand-delivered,
oral, and electronic comments concerning this action will be accepted
for 30 calendar days following publication of this notice in The Chief-
tain, Enterprise, Oregon. The publication date in the newspaper of
record is the exclusive means for calculating the comment period for
this proposal. If the end date falls on a holiday or weekend, com-
ments would be due by the next business day. The Regulations pro-
hibit extending the length of the comment period. Kris Stein, District
Ranger, is the Responsible Official. Written comments must be sub-
mitted to: Jodi Feiling, Hells Canyon National Recreation Area, 201
East 2nd St., Joseph, OR 97846. The office business hours for those
submitting hand-delivered comments are 8:00 A.M. to 4:30 P.M. Mon-
day through Friday, excluding holidays. Oral comments must be pro-
vided during normal business hours via telephone (541) 426-5521, or
in person. Electronic comments must be submitted in a format such
as an email message, plain text (.txt), rich text format (.rtf), or Word
(.doc) to comments-pacificnorthwest-wallowa-whitman-hellscanyon-
nra@fs.fed.us. If no identifiable name is attached to a comment, a
verification of identity will be required for appeal eligibility. If using an
electronic message, a scanned signature is one way to provide verifi-
cation. E-mails submitted to e-mail addresses other than the one
listed above, in other formats than those listed, or containing viruses
will be rejected. It is the responsibility of persons providing com-
ments to submit them by the close of the comment period and ensure
that their comments have been received. Individuals and organiza-
tions wishing to be eligible to object must meet the information re-
quirements of 36 CFR 218.
