Minear terms communify colleges education bargain SALEM (L'PD-Dr. Leon Min ear termed Oregon's community colleges a bargain here Wednes day in a discussion of his educa tion department's efforts to cope with a booming school population from primary grades on up. The superintendent of public in struction spoke at a prc-legislative fiscal conference for members of Ihe I'JtU Legislature that convenes in January. Dr. Minear asked for money to keep tlie community college pro gram growing. lie also asked for increases to bring the salaries of his own staff up to par with those paid to high er education employes in Oregon, and for $11 million more than the governor proposes lo increase the state's share of elementary school casts. Minear said it is costing $j76 to send a student to a community college compared to $750 to send a pupil to a university. His de partment is asking for $9 million 10 pay the state's two-thirds share of the community college program in the next biennium. Minear told the legislators com munity colleges "represent your one hope of getting young men and women trained with job skills so they can go out and get a job." Plaa Supported Mincar's pica was cautiously forlilied by a report released by the legislative Interim Committee on Education. It notes that the 41.000 public and private post high school students are expected to increase lo 02.000 in a decade. The committee said, however, 11 is suggesting additional controls on establishment of community colleges, program revisions, and "a more realistic stale contribu tion program. Minear said the state should prepare for tlie community college program to grow from some 2.000 students at nine centers today to 22,000 students in a decade. In asking for better salaries, Minear said his department "can not attract top peopte to super vise." He compared his own $15,000 a year salary to $25,000 for the chancellor of higher edu cation, adding, "the chancellor has 30.000 kids, I have 440,000." Deputy James TurnbuU present ed the education department s re quest for a $163 million apppropri ation to bring tlie state's share of school costs to 41 per cent by the end of the next biennium. The eventual goal Is 50 per cent. The governor's proposed $405 million budget provides $152 mil lion to pay 36.5 per cent of school costs. The community is invited to visit the tire hall and see the results of tlie work Uiat firemen have been doing or many weeks, in repairing, paint-' ing and polishing donated toys. The toys will be distributed lo needy families in time for Christ mas Eve. Miss Hunter, a Stockport school teacher, hit tlie h e a d 1 i n e s 10 weeks ago, when her terrified driving instructor jumped out of her car shouting, "I've had enough 1" Two days later she pulled out of an alley into Uie path of a truck. Her car was almost de stroyed. She borrowed a car two weeks later and took her driving test. The inspector flunked her for seven false starts, running a red light, and parking three feet away from tlie curb. Miss Hunter said today her wrecked car has been repaired. but her former company has re fused to Insure her. "It makes me angry." she said.
