Flier believed on spy mission ROME (UPI) The Italian De fense Ministry said today that Bulgarian jet fighter probably was on a spy mission when it crashed near a secret NATO mis sile base in Italy Saturday with photographic equipment aboard. The ministry announcement came after Italian and American experts completed the first stage of an investigation to determine whether the armed Bulgarian jet aircraft was spying. The Soviet built MIG-17 jet crash-landed in an olive grove 600 yards from the NATO missile base near Bari. in south Italy. The injured pilot said he wanted to ask for political asylum. The pilot. 2nd Lt. Milusc Sola kov. was being kept under heavy guard in the hospital of the Italian farming village of Aquaviva. His condition this morning was report ed as "pretty good." W. McDowell dies at hospital Special to Tha Bulletin REDMOND John Wesley Mc Dowell, 67, a resident of Redmond since 1914, died Wednesday morn ing at the U.S. Veterans Hospital in Portland. He had been ill since last fall, and entered the Port land hospital December 5. Funeral services will be Satur day, January 27, at 2 p.m. at tlie Zacher Mortuary chapel in Red mond. Burial will be in tlie Red mond cemetery. Mr. McDowell was born Dec. 6, 1894, in Arlen county, Nebraska. He moved to Oregon with his par ents as a small child, and came to Central Oregon from Ontario. He was married in 1948 to Mrs. Mildred Wanichek of Bend. Survivors in addition to his wi dow are a daughter. Mrs. Fred Frajola, Bellevue, Wash.: a step daughter, Mrs. Forrest L. Yeo man, Redmond: a brother, Arth ur McDowell, Eugene, and two sisters, Mrs. Clayton Eaton. Eu gene, and Mrs. W. C. Callison, Roseburg. There are five grand children. Mr. McDowell was a member of Deschutes Pioneers Association, Ray Johnson post No. 44, Amer ican Legion, and Redmond voiture No. 147, 40 et 8. Burial will be in Pilot Butte Cemetery. Mrs. Ruehr was born May 5, 1380 in Germany. She came to this country with her husband in 1903 and resided in Iowa. Site later moved to the Puget Sound area and then to Central Oregon. She had been a resident of tlie Central Oregon area since 1917. Survivors include her husband. Earnest, at 641 East Revere; three daughters. Mrs. Joe Warner and Mrs. Angel Peterson, both of Bend, and Mrs. Roy Clark of Yakima; 10 grandchildren and 21 great grandchildren. A daughter, Helen, and a son, Henry, preceded her in death. She was a member of tlie Bend Golden Age Club. Willamette U band to give poncert in Bend The concert band of Willamette University will be presented in concert Monday, January 29, at 8 p.m. in the Bend High School aud itorium. The performance is spon sored by the First Methodist Church, assisted by the Bend Mu sic Boosters. There will be no ad mission charge. The band, composed of 51 in strumental musicians, is now on tour throughout the Northwest. This is the first time in a number of years that tlie Willamette Uni versity group has found it possible to appear in Bend. Methodist homes are being open ed to the musicians for lodging and breakfast. The President was seeking to bypass the House Rules Commit tee, which voted 9-6 against a plan to create the department through legislation. Press Secretary Pierre Salinger told reporters presidential aides .were drafting a reorganize ion plan in hopes of sending it to j Congress today. A reorganization plan takes effect automatically in 1 60 days unless either tlie House . or Senate vetoes it. Salinger said presidential aides started work on tlie reorganiza tion plan Wednesday a few min utes after Kennedy told his news conference he would send the blueprint to Congress.
