Fox UPI Staff Writer Algerian Troubles: There is ever likelihood liiat France's President Charles de Gaulle will soon have more trouble in North Africa. While the situation is being played down officially, he faces a two-pronged problem there. One comes from the regular army men there who are the backbone of the fight against the Moslem rebels. They resent the idea of abandoning Algeria and are beginning to act up In some Algerian cities. They lack a focal point around which to rally their resentment. But Gen. Raoul Salan, champion of a "French Algeria," still is at large and might provide that force. The second part of De Gaulle's dilemma is the fact that hope of settling the Algerian is sue by negotiation has floundered. As a result, the French have partly abandoned their unilateral cease fire, and the Moslem rebels are likely to build up for a more intensive fight. If Algeria doesn't provide enough difficulty, neigh boring Tunisia promises to do so. Tunisian President Habib Bottr guiba remains determined to drive the French out of the air and naval base at Bizerte. lie ordered a series of demonstra tions over the weekend and the Issue went before the United Na tions in New York today. It is with these nagging problems in the background that De Gaulle had to face the situation in Berlin. The Paris government has said it intends to build up its forces in France and Germany because of Berlin. But the question bothering observers is where are those forces going to come from, with France so deeply aggravated by its North African headaches. Bumbling Mikoyan: Unless he makes a fast re covery, Soviet First Deputy Pre mier Anastas Mikoyan's "good will" visit to Japan will go down as one least likely to win friends for the Kremlin. Ever since he arrived on an "unofficial" trip to open a Soviet trade fair and ex plore part of the country, Mikoyan has acted as a rude guest. He has lectured the Japanese on their foreign affairs and criticized the United States-Japan Security Treaty. But all he has done is to antagonize virtually all ele ments of Japanese society, and may have done more to harm than help Japanese-Soviet rela tions. Vatican Streamlining: Expect some streamlining of the Vatican's "Foreign Office" following the appointment of Amleto Giovanni Cardinal Cicog nani a3 new Vatican secretary of state. Cicognani spent 25 years in Washington as a Vatican diplomat and is considered more open to modern suggestions than any of his immediate predecessors. The V a t i c a n's diplomatic service, while excellently informed, still is centuries behind as regards speed in making the information known, collating it and making decisions.
