ROBERT SMITH Bulletin Correspondent WASHINGTON Sen. Guy Cor don (R-Or9.) won a hard fought victory this past week over his Oregon colleague, Sen. Wayne Morse, in a contest that ended in triumph not only for Cordon but the Eisenhower administration in the held of resource development Cordon successfully prevented Morse from killing off for this session of Congress final action on several bills which would im p 1 e m e n t the administration's "partnership" river development policy. ' Morse, curiously enough, switched the scene or thebattle from the neia or nis own normal preter ence the Senate floor to the field in which Cordon customarily maneuvers the Senate cloak room. Here is what happened: Three "partnership" bills in volving 'Oregon, and Washington projects were referred for consid eration to the Senate Public Works Committee: Cougar dam on the McKenzie River, Priest Rapids and John Day projects on the Columbia. The first two have been passed by the House. Favor able Senate action would give the administration its first tangible evidence of congressional endorse ment of the "nartnershin" idea. which Morse has assailed repeat edly over the past year.;-, mi-i) i.d Morse, as a member of that committee, sought to slow down if not halt final approval of the bills by suggesting the committee hold hearings on them in the Pa cific Northwest after Congress ad journs for the year. This would have killed off their chances in the 83rd Congress, requiring that they run the gauntlet all over again through both House and Senate in the 84th Congress that convenes next year. Cordon sponsor of the Cougar and John Day bills, but not on the committee, sought quick action on the Cougar bill by requesting it be sent to the Senate floor. And so the battle between the two senators was joined in the cloakroom where colleagues are collared and exhorted to support a given position or oppose a par ticular bill for such and such rea sons. The Cougar dam project involving but 37,500 kilowatts was a minor item in the lives of other senators, who heard the con trary pleas for support from both Morse and Cordon. The decision would be made by a vote of the 11 senators who comprise the flood control sub committee of the Senate Public Works Committee. They met and they debated the issue behind closed doors on at least four oc casions before the verdict was reached by which the Cougar bill was approved without further de lay. The battle reached a semi-wind-up over a week ago when Morse moved to defer further considera tion and hold hearings in Oregon, but was defeated by a tie vote 5 to 5. Morse had lined up four Democrats to support him: Cha vez (N. Mex.), Slennic (Miss.), Kerr (Okla.) and Burke (Ohio). Cordon had won the support of the fifth Democrat, Holland. (FIh.) and four of the five Republicans: Chairman Bush (Conn, Case (S. Dnk.), Beall (Md.) and Upton (N. H.t. These lines held firm in the fin al vote, which became 6 to 5 when the lone absentee from the prev ious meeting. Kuchel (R-Calif.). was represented and voted for Cordon. Cordon put on a stiff campaign of persuasion to break the back of Morse's stalling maneuver, and by so doing got favorable action on the Cougar bill, which virtu ally assures its passage by Con gress within the next week or two. It is doubtful Morse will openly oppose the bill on the Senate floor, a position he han cautious ly avoided to date. Possibly,- Morse will do as he did on another "partnership" bill that sailed through the Senate this past week walk out of the cham ber during its debate and return after it has been passed. This was a measure authorizing the Al abama Power Co. to build five power projects on the Coosa River in Alabama and Georgia, where federal authorization had been given in 1945 for comprehensive 7 federal development that had nev er been started. The power company would fi nance the entire venture at its own expense and assure compre hensive development of the river under terms of a Federal Power Commission license yet to be granted. The "partnership" fea ture enters only in this respect: the bill says that if Congress should later adopt a policy of re imbursing private interests for flood control arid river navigation improvements, then this utility could collect for its investment in these features of the five dams The bill was sponsored not by the administration or its spokes men in Congress, but by Demo cratic Sens. Lister Hill and John Sparkman, with whom Morse is usually allied on the various is sues before the Senate. When it came up, Morse left the chamber. It was passed. He re turned. Did he oppose it in the commit tee as he had bucked Cougar? Senator Cordon wanted to know that too, apparently, when he asked -Chairman Bush during de bate on the Coosa bill whether the vote in committee had been unani mous. Bush said he understood one vote against it had been cast, but this was not recorded so it could not be checked. A committee staff member reported that. Morse had cast a vote of opposition. But Bush told Cordon . on the floor: i 'I do not think a . record vote was taken in committee, because the opposition was confined to one vote. I thought that that vote had been, changed in the last analy sis, but I cannot say positively that it was." Safe Landing Believed Made LOS ANGELES (UP) Two Cal ifornia fliers, whose flying boat was reported forced down in Guat emala on a flight from Mexico to Bogota, today were believed to have landed safely on a Guate malan lake, according to word re ceived here. The fliers were identified as Capt. Lee Crutcher, 4G, Los An geles, the pilot, and his son-in-law, Douglas McLean, San Lor enzo, Calif., the co-pilot. Crutcher s mothor, Mrs. Lee W. Crutcher Sr., a resident of nearby Pasadena, said the safe landing was disclosed in a cablegram from Crutcher's wife. Helen, in Buena Ventura, Columbia. The flying boat, a Navy PBY, recently was purchased in the Uni ted States by the Columbian air line Seraco, from which Crutcher's wife apparently received her in formation of her husband's safety. The two fliers took off from nearby Burbank Tuesday. After a stop at Tapachula, Mexico, the plane then headed lor its next stop, San Jose, Costa Rica. Eden and Smith were re ported to have urged Mendes France not to rush to Geneva. ' ' Diplomats said an" immediate trip might imply that Mendes France was suing for peace and thus make the Communists all the more unreasonable in their de mands. ' ' , ; .
