OREGON MONDAY, JUNE 21, 1948 Amnesty Granted Insurgent Group In Philippines Manila, June 21 (U1) President Elpidio Quirlno today granted un conditional amnesty to agrarian dissidents in a move expected to end violent unrest which has con tinued in the Philippines since the end of the war. In a brief ceremony, Quirlno signed in the presence of Louis Taruc, Hukbalahap leader, a doc ument giving full pardons to all Hukalahap members, and to mem bers of the P. K. M. peasant's union. The proclamation will go to congress for concurrence, which is expected tomorrow. The ag rarian dissidents then will lay down their arms within 20 days. The president's brother, Judge Antonio cjuirlno, had oeen, nego tiating with Taruc and other peasant leaders since May o. Came by Plane Today Taruc came by plane to Manila from his hideout in Pam panga province of Luzon, rested for a few hours at the home of Judge Quirlno, and then drove to Malacanan palace, where Presi dent Quirlno has his offices. Taruc was accompanied by seven other Hukbalahap leaders. A friendly but curious crowd of several hundred persons swarm ed around Taruc as he reached the palace. He embraced his el der brother, Melipon Taruc, who lives in Manila, and then went up the stairs to Qulrlno's second floor office. The door was barred for a few moments by a Filipino officer who demanded that the Hukba lahap leaders surrendered their arms before entering. Taruc explained that none of his group was armed and they entered. Beads Proclamation The president greeted Taruc and asked him if he represented the peasant's union as well as the Hukbalahaps. He replied that he did. Then a presidential secretary read the amnesty proclamation, and Quirino signed it at 6:27 p. m. local time. Quirino warmly shook hands with Taruc after the brief cere mony. Taruc said in a statement that he had come to Manila "so. we could have a democratic peace for rich and poor alike." Taruc had been a fugitive for two years, during which the gov ernment fought h i s guerilla forces. The Hukbalahaps alleged ly have been somewhat commu nist In thought. Airliner Scrapes of Mountain Top Fairbanks, Alaska, June 21 (IP) Pilot Milo Gaffi said today he was flying on instruments when his DC-3 commercial airliner struck a mountain top last night wan sumcient lorce to lar his 22 passengers and damage the plane. No one was injured seriously however, and the crippled plane landed safely an hour after its miraculously close shave. 'me Arctic Frontier Airwavs plane scraped the top of a moun tain 100 miles south of here en route from Seattle to Fairbanks. One woman passenger was thrown to the ceiling. She landed in the unoccupied seat behind her, suffering a strained back. The only other casualty was a youngster who suffered minor In juries. The plane's rear landing as sembly was bent, a tire flattened and a propellor was bent. Bulletin Classifieds bring results. Army Life Not Bad, Announces Army Spokesman Washington, June 21 (IP The prosDoctlve draftee can look for ward to a life with free board and room and $75 per month pay to start, the army said today. If he stays out of trouble and does a good job he will ge'an au tomatic promotion to private first class at the end of four to six months. More of the same will get him another automatic pro motion to corporal and $90 per month within six mqnths to a year. The draftee can get to be a ser geant earning $100 per month at the end of 16 months. The pro motion is mandatory at the end of two years, if the draftee's record is good. Furthermore, he will get hos pitalization, dependency allow ances and insurance. If he has a bent for learning, he can apply for any one of a number of army schools that will prepare him for -a trade. The old top sergeant cussing out the rer; 'uits is out in the new army. The army said It learned from the universal military train ing experiment at Fort Knox to treat the enlisted man with the dignity to which he is entitled. But the army warned that the draftee mustn't expect any spe cial, kid-gloves treatment. The army, a spokesman said, is still no place for sissies. Leslie Canyon Impresses Group Convinced that the scenery of the Leslie canyon region in an isolated part of Malheur county is outstanding in the state, a group of Mazamas passed through Bend Sunday, returning to their homes in Portland from a week's outing. The Mazamas were joined on the outing by several members of the Salem Geological society. The Mazamas, headed by Earl Marshall, Portland, said they en countered considerable bad weather on their outing, with a flash storm washing out canyon roads. Part of the time was spent in the Oweyee canyon re gion. "We could not get Into the lava1 beds, but obtained . information about lakes in the lava country," Marshall said. "We also got in formation about other extensive and little-known lava caves." Leslie canyon is described as a region of varied colors, similar in some repects to the John Day country. , .
