Today's rally was ascribed to an improved technical position and to indications of a fight ahead to crack the wage-price policy for a more generbus distribution of price increases. Also aiding were the declaration -of the regular quarterly dividend of $2.25 a share . by American Telephone & Tele graph company; resumption of dividends by Homestaka mining,, and the . usual $1.50 dividend by Union Pacific. Shorts covered In many instanc es on the belief that something bullish might develop over the long market holiday ahead. The market closes tonight for the week reopening next Monday. Banks will close for Washington's birthday tomorrow, but reopen on Saturday.
