Waller - (United I'i-cm Financial Editor) New York, Jan. 21 ) Presl ' dent Truman's message to con gress today advocating a sharp cut in spending and mentioning a budget balance arrested a de cline in the stock market that had reduced the high-priced leaders by 2 to 5 points. Trading dropped off sharply from the recent pace as Wall street tried to digest a long list of difficulties that have developed in the past few days. These in cluded the move putting the mar ket on a cash basis, effective to day, talk of government taking over the steel and meat plants, un certainties over extending price controls, and the general labor situation. First reaction to the various items was selling over a broad list. The brunt of the early de cline was borne by the steels, mo tors, liquors, chemicals and air lines. Preferred stocks and high grade Investment issues met con siderable pressure.
