Matsuoka Has a Nice Visit With Hitler Ona Taar . ill Mnntka Taroa Moatka . l.lo U.10 t COUNTY OFFICERS' TAY As was forecast in a recent discussion of legislation in this column, "discovery" of hitherto unnoticed measures which may be of no little significance is already under way. When around a thousand bills are introduced in one session of an Oregon legislature and when approximately half of these is passed, it is no wonder that some may hide their light under a bushel. This is especially true if no fuss or flurry has marked their appearance and their progress through the houses. Such a measure is senate bill 307, by Kclton and Zurcher. It is "for an act to provide for county budget committees and taxpayers recommending changes in county officers' sal aried." It is brand new legislation which should be of keen interest to the taxpayer. We quote the bill in its entirety : Section 1. The county budget committee of any county, created by section 110-1214. O.CL A., may upon request of 25 taxpayers of such county, or may, upon its own Initiative, in clude in the county budget estimates made in the year preced ing any regular session of the legislature one or more separate items showing any proposed or requested Increase or decrease in the salary of any officer of such county, setting forth the amount of the annual Increase or decrease and the total amount - of such annual salary as so changed. Sue item shall be in cluded in the publication of such budget estimates and its sub mission to the taxpayers of the county for discussion in the same manner as other Items in such budget are required to be published and submitted for discussion and vote of the taxpay ers by chapter 12 of title 110. O. C. L. A. If such change be ap proved by the budget committee and by the taxpayers at their budget meeting, the fact shown by such budget item and the fact of Its approval shall be certified by the county clerk of such county to the secretary of state, who shall refer the same to the appropriate committees of the respective branches of the legislature when they next convene, in order that the legisla ture may have the information therein contained to guide it in acting upon such proposed or requested change in the salary of such county officer. Thia new law may be the answer to the county officer sal ary question which bobs up every time the legislature meets. For one thing, it invites the officer to make public his de sire for an Increase in salary. It invites the public to express its opinion on the question of whether or not there should be an increase (or a decrease). It gives a record showing whether the people of the county affected favor a change. If there is no record, the legislature may safely assume that the office holder is the only one who wants it and that his failure to raise the question at budget making time is an indication that he feared taxpayer opposition. Legislators, who are perennially placed in a false position by being asked to vote more pay for someone else when they cannot get it for themselves, who recognize fhat in a large majority of cases the pay increase is a matter which has neither popular support nor previous pnblic consideration, will welcome such guidance, we are sure. Taxpayers will be evep happier to give it. FOREST PRODUCTS LABORATORY The outstanding act of the recent legislature, according to Governor Sprague, was the approval given to the various measures that together made up his state forest program. At the time he made this statement there had not been enacted a final bill appropriating $25,000 for the development of a forest products laboratory at the state college. With that lab oratory in the picture the program is well rounded out. Scientists assert that Oregon loses millions of dollars an nually in forest and saw mill waste. The laboratory will attack this problem with others and we may confidently expect that it will find means of turning these wastes into dollars. John Kelly yesterday in his Washington column wrote of the production of carbon from other than deciduous trees. That is something right down the Oregon alley. We have raw material of that sort.
