You vote on one question only, whether Bend shall issue $600,000 in water bonds. We have pointed this out before and after reading Mr. Foley s advertisement in yesterday's paper we think it desirable to men- ion the fait again, for the impression one miijht otherwise have s that the opportunity will exist to vote on the two questions separately. "Learned arguments have been advanced recently," .Mr. F'oley says, "purporting to give reasons why the city should not owti the citv water." We assume that the reference is to matter appearing in this space, and on tin- "learned argument" has been whv the 8600.000 in Witter bonds municipal ownership idea which is only a phase of the election. On the question of issuing (600,000 in water bonds the dollar mark, referred to by Mr. F'oley. is one of the standards of meas urement, lie himself makes it one when in this advertisement he agrees that 1600,000 ia too much to spend. THAT IS WHV THIS BOND ISSUF: SHOULD BE VOTED DOWN. If it is authorized by the people you can be sure it will be spent. Mr. Foley's company would like to sell its water system to the city. That is why so low a price has been placed on it. On the whole subject of voting $600,000 in bonds Mr. F'oley is plainly in doubt as his half hearted statement indicates. He has no idea that his companv is iroinn to risk the health of the community jn order to make a profit on their y 0pMse(i to spending 1600,000 for a water sv.stem and so, we believe, are a maioritv of his fellow citizens.
