In practlee it has developed that thero is a need fur an orderly moans of the people keeping in touch with their different divisions of govern ment and expressing themselves in a hody. It has also developed that it is necessary to carry out activities not delegated to the above divisions of government. Organisations for this purpose have been made usually railed chambers of commerce, in some instances, us at Hend. called commercial clubs. These organisations stand for com munity growth and development be tie ving thai the Individual should prosper by (he prosperity of his com munity rather than that the com- Jmunliy should proa per on the surplus j of Individuals. To successfully function a cham ber of commerce should have a defi nite program of work, an efficient staff to carry on this program and the work financed so that the effi ciency of the staff will not be ham pered There is only one way to finance such an organisation economically and that is by a direct voluntary Con tribution where tnere is no expense Incurred in raising fttnds. It is the duty of every man en- l gaged in business In a community whether directly for himself or for ! others to support his commercial or ganization just as definitely as does his divisions of government .n service! and taxes and according to his mesne. Reports to the I'nited Press show (hat in 3 larger cities selected at random and located from coast to coast, approximately 200 public servants have been indicted in the last few mouths on charges involving prohibition enforcement and that ap proximately SO others have been sus pended or punished In some other manner. Of the 200 indicted. have been convicted am! sentenced, the ma jority to Jell terms. The cases of the others are pending In most In stances, Acquittals have been few. In Ohio the drive against officials in connection with prohibition has been the most fruitful tints far. More than 14 policemen and dry agents have been sentenced nearly all of them to the penitentiary - while one federal prohibition director, his as sistant, a mayor, a sheriff and a deputy sheriff are under indictment and tlo'ir rases pending. Mich., policemen have DOM dis mis'd for accepting bribes four Kansas City enforcement agents have been convicted.' Two federal agents in Philadelphia are under charges of extorting mony from violators of prohibition laws; in Michigan six town constables of small communi ties are under charges of bootleg ging and the county jailer of Cle burne county, Alabama, will be tried on a like charge this week.
