The reported weakness of the fleet, brought out in the critique "which ended yesterday, is scheduled to be corrected during these minor maneuvers. Crowds Watch Departure Departure this morning afforded the natives their first glance at the fleet, as the destroyers, submarines and lighter craft have been bottled up in Pearl Harbor, while the capi tal ships anchored outside have been closed to visitors because of the heavy surf danger in reaching them. After the minor maneuvers the fleet will return here May 19, whi n half of the ships will sail for Aus tralia and the remainder return home. Officers and men debarked on the present cruise with delight, glad to get away from the strenuous round of entertainment which has been theirs in Honolulu. It was unofficially ' learned that both the "blue" and "black" air forces are considered weak in view of the part they played in the recent maneuver. Cmpirc GtVM Siutt-im-ul The umpire's statement concerning the maneuvers says in part: "The problem and the questions formulated by the joint board were designed to test the existing plans and projects of defense at Oahu and exercise the army and navy forces! in conduct in Joint operations. The I chief umpires state their belief says I these objects were accomplished. "The Hawaiian islands constitute! the key to the Pacific. In this group! Oahu is the only island possessing j lu.tural features required by a per-1 manent main naval base. All defense! forces and means for protecting this naval base concentrated on that isl-1 Mhd. It is impossible to fortify all' the other islands of the Hawaiian ' group. Hence the necessity of mak ing the resisting power of Oahu of1 the strongest possible character.
