SUBSIDY AND RATES In connection with the desired de velopment and maintenance of an American merchant marine it has been proposed that a government subsidy be paid to private shipping companies to enable them to keep their vessels in competition with those of other nations whose costs of operation are lower. There Is a con siderable body ot opinion both for and against the plan, which will be a live issue in congress in the near future. In the meantime an inter esting sidelight on the effect of a subsidy in connection with the so called intermountain rates has been pointed out. The intermountain rate fight, it will be recalled, is against the old practice of the railroads to charge interior points the full freight rate to the coast plus the rate back from tbe coast. The lower rate to the coast grew up and was defended on the ground that at coast points water competition had to be met. Now, if the subsidy is granted and the back haul charge not made impossible, we shall have the strange spectacle of the people of the interior being taxed to help maintain boat competition which helps to keep their own freight rates up. That's giving them a dou ble wallop. When we first mentioned this freight rate matter some time ago, railroad development in this vicinity seemed far away. Now, as a result of the Southern Pacific unmerger de cision, it is apparently a good deal nearer. If it comes and if Bend is interested in becoming a distributing center, it is high time that she take an interest in these rate matters. . Precious months are slipping by us, and they never will come back, and we use some language pious when we view the almanac. Half the year is now departed, half the year is spent and run, and I'm feeling broken hearted when I view the work undone. Vain and useless was my planning, and I now take in my sign; Father Time is always canning noble hopes and dreams of mine. I have scarcely done a quar ter of the things I planned, I see; for the days and weeks are shorter than the blamed things ought to be. All the months are bob-tailed speeders, each the worst you ever saw ; and I feel, oh, gentle read ers, that there ought to be a law. For we can get nothing finished, we can wind up nothing here, and our store of life's diminished ever time we flap an ear; and the moments, never stopping, whisper that we're nearlythrough, and the time for Christmas shopping will be with us P D Q. The notes railed for redemption bear the distinguish ing letters A, B, (.', I), E, or F prefixed to the serial number. Incessantly praying In Polish, her native tongue, nnd other unusual actions, reported over a period of weeks, caused Mrs. Welstora Evanov. wife of a rancher living southeast of Bend, to be committed to the Pendle ton hospital for the insane, on complaint of County Physician R. W. Hendershatt. Lack of conipanlon Rhlp, the result of her Inability to speuk English, was responsible for Mrs. Evanov's derangement, it was believed. Her husband, the only person with whom she could con verse, was busy away from home most of the time. An interpreter went with Dr. Hen dershott and others to tho Evunov home, but Mrs. Evanov would not talk to him, but continued her ceaseless prayer. A large sum of money was found in the oven, wrapped in a stocking. Evanov ex plained that his wife had refused to do the house work without pay, and' that she had placed part of the money in the oven, burying the remainder. 2 MAZAMA PARTIES CLIMB SOUTH SISTER CAM P MONTAGUE.
