OUR POSITION RIGHT News reports from Salem concern ins the suggestions made for financ ing the 1925 fair and the attitude of the legislators in respect to them clearly indicate the correctness of the position taken by The Bulletin on the question. When we first discussed the ques tion we said that we could not sup port the tax plan unless other state taxes were reduced so that the total amount paid would be no greater than at present. In the absence of a provision for any such assurance there was nothing to do but oppose the tax. That this is the view of the people of the state at large the up state counties as opposed to the Portland boomers is evident in the agreement signed by a majority of the representatives not to vote for a property tax for the fair. These men know that the sentiment back home is against any Increase in tax ation and they have taken action that will effectually prevent it. The plan proposed by' Secretary of State Kozer to eliminate items from the present state budget in a sufficient amount to provide the necessary $3,000,000 carries out the idea of raising the money without additional taxation. Mr. Kozer would cut.$50,000 here, $100,000 there and more somewhere else and then de vote these funds to the fair. If this were done there would be no increase in the state tax and a considerable body 5f objection would be removed. In this plan we also find confir mation of our statement that the Ore gonian was wrong when it said that because of the six per cent limitation law no tax could be levied without a vote of the people. The Kozer plan contemplates exactly what we said was possible, that is, the levy of a tax without reference to the people and the seeing to It thereafter that other expenditures were reduced so that the six per cent limit was not passed. War's such an old and outworn means of death it makes us snicker; our touring cars and limousines can do the job much quicker. War kills its legions while it lasts, but when it is suspended, with all its smoke and deadly blasts, the butchery is ended. The veterans forget their scars, and turn to sane en deavor; but when we come to motor cars, the blood flows on forever.- If populations are too thick, the figures growing taller, there always is the speeding hick to make the census smaller. The roadster and the limousine are killing people daily; we pile the bodies on the green, and cry our "Willow-waly !" The touring car and large sedan around the town' are racing, and every hour another man is ruined by a casing. The smiling maid, the gaffer gray, upon the highways hilly are run down by the brisk coupe that knocks the speed laws silly. Abolish Mars! And on his brow let all his cheap wreaths wither, for we have deadly engines now that knock him yon and thither. The miry ground in the neighborhood of the lake did not allow us to examine the water con veniently, and, being now on the bor ders of a desert country, we were moving cautiously. It was, however, still early iu the day, and I continued on, trusting either that the water would be drinkable, or that we should find some little spring from the hill side. We were following an Indian trail which led along the steep rocky precipice; a black ridge along the western shore holding out no pros pect whatever. The white efflores censes which lined the shore like a bank of snow, and the disagreeable odor which filled the air as soon as we came near, informed us too plain ly that the water belonged to one of those fetid salt lakes which are common In this region. We contin ued until late in tho evening to work along the rocky shore, but, as often afterwards, the dry inhospitable rock deceived us; and, halting on the lake. we kindled up fires to guide those who were straggling along behind. We tried the water, but It was Impos sible to drink it, and most of the people lay down tonight without eat ing; but some of us, who bad always a great reluctance to close the day without supper, dug holes along the shore, and obtained water, which, be ing filtered, was sufficiently palat able to be used, hut still retained much of its nauseating taste. There was very little grass for tho animals, the shore being lined with a luxuri ant growth of chenopodiaceous shrubs, which burned with a quick Dright name, and made our fire wood. The next morning we had scarcely travelled two hours along the c::ore when we reached a place where the mountains made a bay, leaving at their feet a low bottom around the lake. Here we found numerotta hill ocks covered with rushes, in the midst of which were deep holes, or springs, of pure water; and the bot tom was covered with grass which, although of a salt and unwholesome quality, and mixed with saline ef florescences, was still abundant, and made a good halting place to recruit our animals; and we accordingly camped here for the remainder of the day. I rode ahead several milos to ascertain if there was any appearance of a water course entering the lake; but found none, the hills preserving their dry character, and the shore of the lake sprinkled with the same white powdery substance, and cover ed with the biiio Bhrubs. There were flocks of ducks on tho lake, and frequent tracks of Indiana along tho shore, where the grass hud been re cently burnt by their fires. We ascended the bordering nioun tuin, in order to obtain a moro per feet view of the lake in sketching Its figure; hills sweep entirely around Its basin, from which the waters have no outlet.
