"The Out line of History." - GOOD WORK Congratulations are again due Mayor Gilson and the council for the progress that is being made In the reduction of the city debt. Starting out with a total of unpaid warrants coTering nearly a year's operations . the amount has now been reduced to a point where there are only five months' warrants outstanding. At the same time the payment of the sec ond half of the year's taxes is ap proach in g,so that it may be expected that by another six months the debt will be pretty well wiped out and the city will be on a cash basis. That would be a fine record at any time, but to bring it about In the present period Is especially noteworthy. While congratulating the council we must also recognize the efficiency with which Recorder Ross Farnham has conducted his office. In fact, a very large share of the praise Is due him for the activity he has shown in collecting assessments and thereby wiping out the debt. By practicing economy the council has kept the debt from piling up; by collecting amounts that are due, Mr. Farnham has reduced the debt. His activity has been especially worth while so far as the general fund has been concerned. As we pointed out frequently last year, 'while the cost of special Improve ments is assessed to the property benefited, the cost of carrying the ex pense until bonding arrangements are completed is borne by the gener al fund. By getting these Special Improvement costs either paid or bonded, the charge on the general fund Is saved. These men deserve the thanks of the city for the work they are doing, RipplingRhumos Mi a? The Helping Hand Jilh James was sick for many moons, and had to soak his silver spoons, to purchase beeswax pills; the wolf was neighing at his door, and he was weak and sick and soreuand shv of dollar bills. And so it filled my heart with glee to calls at times and leave a V, to help old Jim along; this way of aiding luckless men appeals to me a lot, but then some fellows say it's wrong. The drivesmiths daily seek my door to ask for bortes and then some more, to help some distant cause; the starving Bedouin's lost his flocks, the Eskimo is needing socks, and I am Santa Glaus. And I confess, with little shame, that I detest the "driving" game and hold it most unfair; and I'll discourage, while I live, the folks who tell me what to give, and how, and when, ami where. When there's another drive in town I sometimes turn the drivesmiths down, and knock their nervy games; for when I have some extra bucks I'd rather buy some bottled mix for chaps like old Jim James. I'd rather help the guys I know, and let the festive Eskimo be shy a Sunday hat; across the alley there is grief, and I may give some small relief, and I'd fain stick to that. The country's free, and those who care to spread their largess everywhere have every human right; but old Jim James is pretty siek and I'll take him an ice' cream brick and codfish balls tonight. Hays plans an Investigation into the cost of handling' parcel post matter, which la not paying Its way. At the same time the Oregon Journal is urging that it be given rates for carrying Its paper through the mails without ref erence to the cost. Wonder if the Journal wants the parcel post rates lowered, too? Apparently Dr. Brumfield agrees with a lot of other people that Cen tral Oregon is a good place to spend the summer. Wall Called "China's Sorrow." The Hwang Ho or Yellow river, Chinese records show, once flowed through a rich fertile valley, ita tribu tary hills well wooded. Today It Is a broad moving quicksand with a small amount of water most of the year, but when the floods come the whole face of the Inndscape may be changed. Io 18$6 this river, which Is known at "China's Sorrow," flooded some 20,000 square miles of the most densely popo lated lands, wiped out thousands of villages and towns, and drowned if 0O0.0UO people. looking after its own safety and in terests, all the governments of Eu rope are feeling each other out, each hoping to effect some combination which would safeguard it from any possible attack. Even the former allies are edging around each other to see Just how much the other can be depended upon for real help in the future. This accounts for the numerous little International crises which have been figuring so prominently in Eu roppean news dispatches the last year, each seemingly full of possibil ities at the moment, yet generally passing without lasting results. It explains the constant re-shifting of "blocs" In allied council cham bers first England supporting Italy against France, then Italy and France against England, and so forth, which is so bewildering to the American reader. Simultaneously, the various allies are also testing out their former ene mies to ascertain which offers the best timber for future friends. France, for Instance, is apparently succeeding In lining up Turkey that Is, the Turkish nationalists where both she and England are so vitally Interested. England, on the contrary. Is placing her money on Greece, now under the pro-German, Constantine. England is also flirting with the Arabs, another considerable force In Asia Minor.' ' Among the allies. France and Bel glum have already pledged common cause. When ' the Quay d'Orsay makes a move, Brussels Invariably follows suit. The pairing off of England and Italy is less consistent, but the two have held together on a great many questions since the peace treaty. Italy, however, . occasionally sides with France against Great Britain. Poland has already become a pro tege of France, who la using here as lomauc norizon.
