Gilbertson, of the National Municipal league.) r Fortunately, the city manager plan has a background of real experience. in the course of which cities have learned a number of important les sons about apply ing the Idea of simplified govern ment. In the light of advances which have been made In the past five years, the first steps to w a r d simplicity now seem crude and inadeuuate. H. 6. Gilbertaon But they had tQ be But they had to be. The beginnings were made quite by accident at Galveston, In 1901. The city had been devastated by a tidal wave. The old, cumbersome gov ernment, with its numerous war counciimen and sundry Ingenious de vices to prevent action was simply unequal to the situation. Immediate action being imperative, the governor 'appointed a commission of five men to get busy and straight en out the town. The people of Galveston were so pleased with the result that they let the commission be made permanent, but elective. In the Galveston commission, each member of the commission was con stituted a committee of one in charge of a group of functions, such as fi nance or public works. The whole group constituted a board of direc tors. And that was all there was to it! No "checks and balances." The real check which was set up under this new system arose out of the publicity which attached to every elective offi cer. In the limelight, subject to con stant criticism. There were so few to be chosen at one time it was perfectly easy for the voters to know exactly what they were doing. Galveston thrived. Other Texas cities copied the system. In the course of about five years the Great er Des Moines committee, looking about for a new deal In municipal government, discovered the Galves ton plan and adopted it, adding the initiative, referendum and recall and non-partisan elections. Other Iowa cities followed. In another bIx years, nearly 400 cities, from coast to coast, had come under the Galveston-Oes Moines :plan. This old commission government movement, nation-wide In scope, smashed a lot of pet political Illu sions. It became known that' the safest form of government was the one that was most easily and Quickly held accountable to public sentiment. There was only one little group of men for the citizens to watch. And the sense of being watched meant much to the man in the office, coup led with the fact that he could not so easily pass the buck to someone else. This principle, which has been pop ularized under the name of the short ballot. CHURCHES NO LONGER SLOW, SAYS HICKMAN "I regret to admit that the church has been slow, but It Is awake now, said Dr. E. C. Hickman, president of Kimball School of Theology, who spoke at the Methodist church Sunday night. He admitted that there Is much truth in the criticism that the church Is behind the times, but that most of It comes - from people who are not in touch with any church. He commended the wide awake policy of the Methodist church in Bend. Dr. Hickman will speak again at the church this evening. The sum mer school continues this week, with A. W. Godwin the evening speaker on Wednesday, Thursday and Friday nights. Dr. Gabriel Sykes will con duct the evening classes at 7:30 o'clock.
