OREGON SENATE MUST SPEED UP KITNER ORDERS (Continued from Puge 1.) the most powerful money trust on t ho const, a bunking institution which control $100,000,000." Hurillck said further that tho pro posed chango was not to get rid of Mr. Cupper, but to divide the work iu his office, which was overbur dened, and to appoint a hydraulic engineer with five years of construc tion eNper'ince ns n consulting engl lieer to pass upon the feasibility of Irrigation projects, while Mr. Cupper would devote his whole attention to water resources and ns adjudicator. He. denied any ulterior motive and tmid that such allegations, mndo by a Portland nowspnper, were false. Mr. Hubbttrd made a spirited and forceful talk, in which he contended that the bill puts too great a burden on the shoulders of the state engi neer for auy man to carry and that all Irrigation districts were opposed to changes and were satisfied with existing conditions. Pledged Vote Roloa.-.cd. Mr. Carsner declared that he had found no one who desired these bills und that It. N. Stanfield and William Pollman were against them. Mr. Kay was called to order by the Bpeaker during his talk, because he became too personal iu his remarks about Mr. Ilurdick. Sheldon and Johnson each made a talk and spoke in behalf of South ern Oregon. They declared it Is a difficult matter to finance nu irriga tion project and that the districts must accept tho best terms they can get. They declared they were satisfied with Cupper's work and regarded his removal with alarm. Representa tives Burdick and Gallagher assured their fellow members that there 'was nothing personal in their support of the irrigation measures. Gallagher publicly released all members who bad pledged support and asked that each member vote his personal con victions after hearing the argument, The vote was as fololws: For Bennett. Anniversary Brightens tho Drab Month With Memories of tho Past and Joy of tho Presont. Brlglitculng the dull, drab month of February nud doing their very heat to cheer up and bring love Into our hearts, the valentines the valentines smile at us with their luce-nml-forget-" me-not daintiness from the .shop win dows. Tliere are elaborate "millionaire" vnleutlnes of celluloid and blue ribbons that come In big lace boxes, like French dolls; there are valentines that when pulled out like on accordion be come Cinderella conches of cardboard, laden with Loves and Venuses and Cupids. Others resolve themselves In to airy pliik-nnd-bluo puluces you never know peopled with delightful goddesses and doves. But tho best and most sincere, per haps, are the old-fashioned valentines vistas of fonmy paper lace, through which you look upon hearts redder than lovers' Hps, In a prospect of via. lets nnd forget-me-nots. And hidden awny, like a billet doux Iu a bouquet, a little verse: This heart, sweet love, I send to you. Together with Uiette violet tiluo; And It you like Ihli heart of mine, 1 pray you be my valamlno. Could anything be more simple or direct to the point? As unerringly as Cupid's darts or a beau's rapier, the verse carries Its message home. It mny bo that the Elizabethan lyrics, 'the love songs of llerrlck and Love lace and Suckling, survive today only In the valentine. And, ah, what memories these har bingers of love bring with them I They lend us back along the columbine bordered rond to yesterday, over the asphodel meadows of Youth and First Love and Childhood Fancies, and we meet and kiss our first sweethearts again alas, they have gone out of our lives these ninny years. And so, dear little Valentino, accept these violets nnd forget-uie-nots, aud hug this message close to your heart for surely a sweetheart Is the sweeter for a valentine, and. ns all wise men know, 'tis love that makes the world go round. GOOD OLD SAINT IN TROUBLE Embarrassed by Shower of Hearts, Though It Would Seem H Should Bo Used to It. St. Valentine slyly Put up his umbrella. "This shower of hearts Would embarrass a fellow. "I'm glad that 1 manage It Once In a year. Exercise Is the thing Hearts axe needing. I fear. "While many are beating. They're all out of tune. And cold as December Instead of warm June. "Bo I'll mix 'em and change 'em And warm 'em up, too." 1 wonder tf he'll fix Your heart up for you? Valentine Challenge. One form which the observance of Valentine's day took In England was that of a person's valentine being the first young man or woman that person saw on Valentine's day. This devel oped Into the custom of challenging one's valentine by saying, "Good mor row, 'tis St. Valentine's day." Tho one who snld It first upon meeting a person of the opposite sex received a gift. Interesting Valentine Reading. Interesting reading for Valentine'! day Is Dickens' account of Sunilvel Wcller's laborious writing of a valen tine to his housemaid love, signed "Your lovesick Pickwick." Much of tho Romance of tho Day Hat Pawed, Though Sentiment li tho Same a Ever. Three hundred yyars ago young men nnd women wrote their own valen tine, which consisted then only of love mottoes, or deela rat Ions of direc tion, written In verse from a very full heart and. on plain paper. Many of our gront-grundiDothurs saved these old missives. Perhaps our pnrents rnm across such valentines, old und yellow nnd decaying, pneked awny In Invender In the bottom of a dusty trunk up" In the nttlc. Yet when these valentines were first penned and put In her hand how grandma's heart did palpitate and the blushes rise to her cheeks I No mut ter how halting the sonnet, nr nun grain or triolet, It was the music of love to her. "Heart," "dart" und "urt" did rhyme sweetly I The mnchlne-uindo vnleutlnes that wo buy nowadays havo lost this per siinul touch, though perhaps some or them have gained from mi urtlatlr point of view. Today It Is only thy school children nnd a few npen-henned Interested grown-ups who Dud the cus tom of valentine muklug and Valen tino giving the fascination that It used to bo. Why, even Charles Uiuitrwrote valentines, and loved to. Now tho modern young ninn drops Id a con feet hitler's or florist's shop and order candy or (lower sent to Her. tlo scorns tho Valentino sonnet whereby tho girl of today aru missing a heap of romance. This was the day when a young man might accuso somu young woman he admired of being n cotjucito without Insulting her. In those days "co quette" had Just such a naughty meaning ns "vnuip" tins today. It meant a heartless t rider. If she thereupon sent him a hand made valentine on which were two bleeding hearts made as one. It was her answer to his nccusatlou. It ineniit that conquering the hearts of olhur men than be, meant nothing to bur; that only his heart nnd her In all the world counted, that her heart was bleeding for hlin Just a much as hi was suffering for her. The comic valentine Is an outgrowth or burlesquo of the uier-seiitlineutal valentine nnd has nlmost died out. In stead of pointing out the recipient' perfections and charm It dwells vivid ly and unconipllmentnrlly on his man nerisms, clothes and oppcurunee. In colored caricature, lied hair, largo noses, blotched complexions, remark able sklnuluesa or avoirdupois are us ually the Jocular themes. llecnime nlentlncs are sent anonymously. It I posslhlo with Impunity to remark scathingly on the physlcnl character istics or disposition of one's friends or foes. NOT AS IN DAYS- OF OLD Valentine Day Missive 8omehow Dif fer From Thou of One' Gay and Festive Youth. When wo were yot a young ster small, And sweet hearts true w a p p o d valentines, What Joy wa ours! How we recall Their mushy lineal Then when to man' Im porta noe grown, Those dread ful comics were our banoi Their hit at faults, we though t unknown Oavo us a pain. But February 14 moves us no moro Although the day brings missive till; Wo get a dun ning loiter, or, Perchance a bill. No old time tokon greets our eye, To mako us either gay or mad; . Both love and malice pas us by It' very sad. Make Sure of Valentine Kle. If you have no sweetheart to come to kiss you early on St. Valentine' morning, go out and sweep the nearest well with a broom. Once the cobweb are gone ho will come flying. Roman Idea Concerning Oysters.
