Five "loyal" American league club owners have capitulutcd and will Join 11 new National league club owners In a peace conference In Chicago on Fri day, It was announced here today by Garry Herrmann, chairman of the national baseball commission. Plans for the reorganization of baseball will be drawn up at the Chicago meeting, and the threatened "war" will probably be averted. ' The Chicago meeting will be in formal, with none present except the 16 owners. If, after talking things over, they find there is something on which there is a prospect of a deci sion, the meeting will formally con vene and consider it, said President Heydler of the National league.
