Directors ot the Bend Commercial club are meeting this afternoon a, the Pilot Dutto Inn with Colonel C. A. Simmons of the American City bureau, authorized by the club at Its noon luncheon today to conclude an agreement with Colonel Simmons having as Its aim the bringing of tho club to a higher plane ot efficiency and civic service. Colonel Simmons was the chief speaker at tho club meeting. Complimenting Bend on Its pioneee progressive spirit, the civic expert de clared that this Intangible spirit Is tho greatest of the city's assets. "The nrime function of a commercial club Is to create spirit and to make thel includes the spirit of enterprise, the spirit of giving and the habit of hon oring the individual who has per formed a public service." Adoption ot a general program of work, the obtaining ot results from special committees, a method of dem ocratic elections,, admitting women to membership, voluntary effort giv en logically, careful research work by committees, and fostering the spirit of good will make the club that believes In these principles success ful, he asserted, basing his belief on the experiences of many other cities and towns which have been se ed by the American City bureau. As a tangible example ot what can be lost to a town, he pointed out that every boy or girl who passes through the city schools and does not remain a resident ot Bend means a net retail loss of $1500 annually.
