Five hundred doses of vaccine, to be used tu fighting the epidemic of blackleg which has broken out on the range between Fort Rock and Brothers, havo Just been received by the First1 National Bank from the State Livestock Sanitary board, and will be distributed free among stock men who are desirous of vaccinating. The bank's vaccine syringes are be ing loaned out n an effort to expe dite the work. Approximately 700 head of cattle will be treated, ac cording to R. A. Ward, in charge of this department at the bank.. While blackleg has been supposed to be confined to rich highly fertilii ed pastures, and marsh? meadow land, the disease has broken out in a virulent form' on th9 dry range, and stockmen have already lost a considerable number of cattle. All the vaccine available was used, and a fresh order wired in to the State Livestock Sanitary board headquart ers in Salem. Losses amoug cattle infected with blackleg will ordinarily run over three 'per cent, but amoug vaccinated stock this is. reduced to less than one-tenth of one per cent. Stock un der two years of age should be ino culated twice a year. The vaccination now being car ried on, will when completed, make 2600 head of cattle which have been treated with vaccine . furnished this season by the bank. 1 - ; SEX CRIME LAID TO PROHIBITION ,. Because It has so far been found Impossible to obtain a special train for the Loggers' Congrors, the mem bers of which will visit Bond on October 11, It has been nocossary to make plans for the entertainmont of the guests somewhat less elabo rate. Is the statement of A Whls nant, chairman of the entertainment committee of the Bend Commercial club. The lumbermen, more than 850 of them, will arrive in Bend on the morning train, and will bo taken to the various hotels and restaurants for breakfast, meeting Immediately afterward at the Pilot Butte Inn. In autos furnished by members of the Comercial club, they will be taken to the logging camps of The Shev- lln-Hlxon Company. A picnic lunch eon will be served at The Tulles. Driving by way of Spring River, the lumbermen will visit the logging camps of the Brooks-Scanlon Lum ber Co., returning to Bend In time to take the evening train for Port land. FORMER INJURIES PRODUCE INSANITY Cranial Injuries received in child hood by Robert G. Bowser," of the Tumalo section, brought about a mental derangement, and , he was adjudged insane today by County Physician R. W. Hendershott. Tho members of the League ok toe that an attack made In disregard of the Covenant upon any one of them shall be deemed an net of war against all of them. This, while jus tifying any of them In going to war with the aggressor, does not oblige them to do so: but they do agree to subject It to treatment closely akin to war; and also to give to any of their number that Is actually en gaged in the war aid that by Inter national law la given only to a co-belligent. They agree to boycott the offender, completely, to block ade it by sea and land, to support one another financially, economical ly and In resisting any special mea sures aimed at one of their number, and to afford a passage through their territory to the troops of any of the members that are fighting the offen der. Might lie Made Stronger. To some people it would seem bet ter to have agreed baldly that all the members of the League should im mediately declare war on the agres sor. The situation would thus have been more plain, although It would not in fact have been very different. If the aggressor were a small coun try a pacific blockade would be enough, and other military opera tions by the members of the League, or at least by those at a distance, would not be needed, either under the Covenant or under an express agreement to declare war. If, on the other hand, the aggressor were a large and powerful nation the mea sures -required by . the Covenant would practically be certain to bring about shortly collisions . and actual war with all the principal members of the League. There Is, Indeed, a distinct advantage la providing for an immediate declaration of war. The object of the sanction Is not to punish, but to deter; and the greater certainty of meeting with an Irresitible armed force the less the danger that any Ill-disposed nation will venture to precipitate a conflict. The proposed defensive alliance of England, France and the United States against Germany would havo that effect. Those Critics "I'ltra-PHclflHts" Other people criticize the Coven ant from tho oposlte standpoint. They complain that It may bring us Into a war in the causes of which we are not directly concerned and that our young men may be sacrificed In foreign quarrels. Often without be ing conscious of it, these critics are ultra-pacifists, for they shrink from using the force necessary to prevent war In the -world. They are like peo ple' who should object to a police force created to maintain order in the streets for fear that the police men might get hurt.
