The uverago truck owner must em ploy a driver and that driver muy bs endowed with experience, while Just as likely ho may bo poorly equipped with adequate knowledge of truck operation and care. The truck does not belong to him and ho gives It punishment ofttlmes that he would not do if ho thoroughly understood the engineering principles of trucks in general. , The school of truck drivers com ing out of the war will be n great leavening influence toward truck op eration. The military truck driver is required to learn his vehicle thor oughly. That he might do this, be uble .to operato, repair and maintain trucks, the government had technical experts produce Instruction manuals which every driver and repairman had to master beforo he was given chargo of a truck. Certain rules of service and care were laid down which he was required to follow. There was dally, weekly and monthly inspection and maintenance routine which he had to live up to. The thousands of men who have driven military trucks will go a long way toward giving a better class of operators for domestic and commer cial purposes. Early American Post Offices. ' In 1775 the first post offices In Maine were established nt Kcnnebunk, Fal mouth and Bath. The malls were car ried by carriers on foot or on horse back and the average week's mall did not amount to five letters at each office. The rates were high, 6, 12, 18. 25 and 37 cents, according to the distance the letter had to be carried, and double the rate when the letter was of more than one sheet of paper. More than $45,000,000 worth of motor trucks urn about to bo dis tributed by the secretary of agricul ture through tho bureau of public roads to tho state highway depart ments. These trucks have been de clared surplus by tho war department mid are being distributed to the states under the provisions of section 7 of the postofllcu appropriation hill. They must bo used by tlio stutes on road construction In wholu or In part by federal aid, for which $200,000, 000 In udditlon to the former approp riation was given to the states under the same bill. At the beginning of 1919 there wore still 22 states in which motor trucks were registered nt the sumo rate as pleasure cars. Recent years, however. have shown guile a .gcn orul tendency to Increase the fees required for heavy motor truckB. This incrense usually Is based on the weight of tho truck Its carrying cu puclty and Its horse power or a com bination of lis carrying capacity and Its horse power. However, there is as yet no well defined goal toward which this movement Is lending. Some states aro placing a definite maximum weight which may not be exceeded except In viry special cases. Others are evidently relying on discouraging or limiting tho use of very heavy motor trucks by mak ing the registration fees so large us to practically prevent the realization of any profit;, while still others of the states are making no serious efforts except to limit the weight of tho wheel loads per Inch width of tire. The term motor truck and com mercial vehlclo, moreover, is very definite. In somo states the term com mercial vehicle, as used, includes all trucks, while In others only those vehicles used for hire are ctussed as commercial. On the sumo basis the state of Now Hamp shire received In 1917, a gross rev enue of $20. B2 for each motor cur whllo Minnesota recolvcd only about $1.75, annually for onch car, ns tho registration In that slate Is for a throo year period. In most states motor cars are taxed as personal property in addition to tho usuul registration fees.
