"Pnrlfic blockade" Is a term Invent ed by Hatitefeullle, the French writer on International maritime law, to de scribe a blockade exercised by a great rower for the purpose of bringing pressure to bear on a weaker state without actual war. The pacific block ade has apparently established Itself as a legitimate means of coercing u weak power to observe its Interna tional obligations without resorting to war for that purpose. It Is a modern development and has usually been the net of several powers acting In concert. It was first employed In 1827, when the combined fleets of Great Britain, France and Itussla blockaded a por tion of the Turkish coast. More re cent Instances of its exercise were the blockade of Crete by the powers In 3S97, the blockade of Venezuelan ports by Great Britain. Germany and Itnly In 3902 and of Turkish ports by the powers in ltiOS. "American soldiers Jn London," said Gen. Samuel A. It was nn enormous barge; half a dozen oarsmen could hardly have managed It, but the lone burgee wielded his oar undis mayed, and the barge approached the soldier on the bridge nt the rate of about an Inch a minute. ' "The soldier watched the barge a long time, mid, when the bridge was nt last reached, he took the cigarette from his mouth ami shouted down to the plucky narsman: "'Well, so long, olrl timer!
