(Br United Press to the Bend Bulletin) ' BERLIN", March SO. One of the biggest problems confronting the Reichstag, which reconvened here to day is that of Increasing the birth rate In Germany. Many radical pro- psoals have been made and the gov ernment will sift them all. The committee of 28, appointed to investigate this matter Is expected to report. The more conservative proposals include economic steps to make earlier marriages possible; higher wages, regulation of vice and the limitation ct disease, making marriage easier. . .... Other proposals include heavy bachelor taxes,, plural voting rights tor men with large families and mon ey premiums . for - mothers bearing many children. " . . Another plan is to make profes sional education' courses shorter, so young lawyers, doctors and profes sional men can get established and married before their 25th or 30th year. Conan Doyle, creator of Sherlock Holmes, has convinced London that there are too many flappers on the streets for the entertainment of soldiers, and lie has engineered the establishment of a number of "Bring-Your-Girl clubs, where the soldiers and their flappers can go and have a good time. Lady Betty Balfour conceived the plan and a number of clubs have been organized. Lady Emmett was first to respond, equipping two club houses. Each has a girl's club room, a men's smoking room, a billiard oom and two recreation rooms. Hunter- Liggett to Be New Major General of United States Army GEN. In succession to the late Frederick Pun ston, has been a brigadier general since 1913. He commands the department of the Philippines. General Liggett Is a Penn sylvania man, sixty years old, and was graduated from the Military academy In 1875. When the Spanish war began he was a captain In the regular army, but be came a major of volunteers with the office of assistant adjutant general. Theater tlcketB, for example, have become a prohibitive luxury for the average man and in New York may cost almost anything. Upon one occasion after the season had got well tinder way an attempt was made on a Friday to buy orches tra seuts for the next Saturday night for any one of the ten best drawing attractions in the city. To begin with, It seemed that t il tickets bad got Into the bands of speculators; also that the speculators had already disposed of tbo bulk of their supplies and, thirdly, that Ktich left over, none too good seats as tbey still had could not be obtained for less than $5 apiece. ' There was a particular rush at the time this attempt was made, but nev ertheless under conditions normal to Ibis jenr the good scats for successful Grand Theatre. For artistic effect and realism, the Tathe Ited Rooster films have no equal. So popular have thosoutilms become, and so clear are they that Manager Rudow expects to uso them regularly for his Tuesday-Wednesday shows.
