The letter in full fol lows: "Redmond, Or., Fob. 24,. 1917. Overtures have been , made to the people in the vicinity of T.umalo. Ter rebonne and Bend to join the associa tion. Our association does not belong to Redmond, It covers the Deaehutos vulloy In Crook and DoBehutoB coun ties, and will servo all tho localities (heroin, Already several from the Mend district and from Torrobonno have Jollied, and branch loading sta tions will bo established there. SIX OF PROPOSED STATE ROADS LEAD TO BEND Below is printed, for the first time in Central Oregon, a map show ing all the state . roads which it is proposed to construct under the pro visions of the bonding bill which will be passed upon by the people at the ' June 4th special election. The map Is used by The Bulletin, through the courtesy of the Portland Oregonlan. Following are extracts from the bill Itself, describing the roads which are to receive the attention of the State Highway Commission if the proposal tB approved by Oregon vot ers: " . It is hereby determined that the following highways should be per manently constructed and finished with a hard surface. 1. The Columbia . River Highway from the Multnomah county line to Astoria, Seaside, and south in Clat sop county' to the Tillamook county line. ' 2. The Pacific Highway from the Multnomnh county line through Washington county and Yamhill county by way of Hlllsboro, Forest Grove, McMinnville to Dallas, Mon mouth and Independence. In' Polk county; to Corvallis and Monroe In Benton county, and through Eugene to the north line of Douglas county. 3. The Pacific Highway from the Multnomah county line through Os wego, Oregon City and Canby In Clackamas county, thence through Marion and Linn counties, to a Junc tion with the highway at Junction City. 4. Such portions of the Columbia River Highway between the Mult nomah county line easterly through the city of Hood River and Hood River county and through The Dalles and Wasco county, through Gilliam county, by way of the town of Arling ton and up the Columbia river to the 'confluence of tho Umatilla river with Itho Columbia river, thence up the Umatilla river through Hermlaton, Stanflold, Echo and Pendleton, and thence by such route as shall be de termined by the State Highway Com mission to La Grande, Baker, and to the Idaho line, as the county courts of tho various counties affect ed shall agree to propnro tho road ready for paving. 5. The Pacific Highway through Jackson county, where the same has not already been paved, along the routo heretofore adopted by tho State Highway Commission. 6. Commencing on the Columbia River Highway at or near Arlington in Gilliam county, thence up Willow creek In Morrow county .through the cities of lone, Lexington and Hopp ner In Morrow county, and through Pilot Rock, Pendleton, Adams, Athe na, Weston, Milton and Freewater in Umatilla county to the Oregon and Washington state line. 7. A road from the south line of Clatsop county, at the end of Its high way described in paragraph 1 here of, south by Wheeler to Garibaldi. 8. A road from tho Multnomuh county lino by Tlgard, Rox and New berg to McMlunvlllo. For tho purposes of this act the above highways aro to be known as hard-surfaced highways. Section 7. The following highways, to-wit: 1. Tho road runnlbg from tho north line of Douglus county to tho Jackson county lino over the lino of the Pnciflc Highway as adopted by the Stato Highway Commission; 2. All that portion of tho Colum bia Rlvor Highway described In tho fourth paragraph of tho description of hard-surfaced roads as described In Soctlon 6 of this act. which tho county courts of the several counties through which tho same is located, shall not determine to prepare for paving as is heroin provided, shall be considered a-post road, and elig ible to Improvements as such under the provisions of this act; 3. A rond from Roscburg, by Myr tle Point and Coqullle to Marshtleld; 4. A road from the Pacific High way, from a point at or near Mc Minnville. by WHIamlna to Tilla mook City; 6. A road from Tho Dnllos by way of Dufur, Maupln and Hhaulko to Redmond, Ilond and from thonco to Klamath Falls; ' 6. A road from Hood to Lnkevlew; 7. A road from an Intersection with tho Columbia River Highway at a point either In Sherman or 011- II urn county, by way of Condon, fos sil and Spray und thence up tho John Day valley to such a point us the Highway Commission shasl elect, and from thimeo to Vule mid thu Idaho lino; 8. A road from La Grande, through Union and Wallowa counties to Jos eph; 0. A road from llntul, through Burns and Harney to Vale; srall bo known na post roads and shall bo constructed along routes between said certain points to bn agreed upon by tho representative of tho federal government, and said State Highway Commission. Said post roads shall bn constructed ac cording to specifications ugraed upon between tho representatives of the federal government and said Stato Highway Commission. Section 8. Hoods over the follow lug routes aro hereby adopted and designated as forest roads, tu-wlt: 1. A rdnd from Medford In Jack son county as surveyed and adopted by tho federal govern mont In co-op-nriillnn with tho Stain of Oregon, hr tho way of Crater Lake, to a point In Klnmuth county to bo selected by tint mi lit Highway Commission and tho federal official representing tho federal government, operating under what I known as the "Shackelford lllll." by wuy of tho Hltlslaw river.
