Convention which assembled at Sjic-

as positive proof of the capacity of
the negro race to manage the affairs of

representatives of 3,500 whites would
not have promised 40,000 soldiers in

not have insisted upon controling all
the affairs of Europe. Tho action ol
the nogro Convention is positive evi
dence of negro superiority, for its
members have gone farther in the
way of promises than white men think
of going. The representatives of 3,500
constituents not only show their ca
pacity to regulate the affairs of the
world, but promise 40,000 soldiors to
aid a particular cause that is, twelve
soldiers for each individual of the to

Curious Regulations. Brevet Ma
jor General Saxton is the Assistant
Commissioner of Freodmeu for tho
States of South Carolina and Georgia.
He has recently issued a series of
regulations. in relation to the institu
tion of marriage among the freed mon
and women, which have been jocose
ly called "Saxton-'s Eleventh Com
mandment." Wo subjoin the tenth
and eleventh as fair speciments of the
whole :
Tenth A husband living with a
wife, having no children by her, may
be permitted to take a previous wife,
provided : -
1 He have children by such wife
who are still minors. 1
2 That such wife have no other
husband known to be living."
3 That bis present wife assent to
Buch change of their marriage rela
tions. ,
Eleventh If a former wife utterly
refuse, upon application made by the
husband, to renew her former mar.

Court, Boston, in 1862, Judge Sprague
said:
It has been supposed that after the
rebellion is suppressed the Govern
ment will have the rights of conquest j

permanently divested of all political

ritory acquired by arms. This is an
error a grave and dangorous error.

Ledges in the Volcano District.
Mr. I. D. Huntoon has brought down
from Volcano some speciments of
rock that for surface croppings, pro
mise exceedingly well for that lo
cality. In the way of opening claims
there has been almost nothing done,
but some essays of surface rock aro
equal to anything yet found, consider
ing the width of ledges. The Bullion
is five feet wide and has assayed $600
per ton. A tunnel is now being run
into this lodgo with tho purpose of
working it with the Defrees & Baker
mill. The "John Huutoon" is alodgo
which comes above tho ground twelve
feet wide and shows a superior char.
