Generous Neoroeb. The Negro Convention which assembled at Sjic- remento the other day, repreeentea a total population ot 3,420 negroes. If it lacked a constituency, loo lon vention proved by its action that it did not lack either sympathy or ae termination. The representatives of the 3,500 colored people promised 40,U00 negro soldiers to am tne lnsn in obtaining the independence of Ire land an exhibition of gonerosity we have never before seon equalled. How 40,000 is to como out of 3,500 is not explained. Moronver.tho delegations to the Convention folt very bad be cause the Hungarian Poles have not eeoured their independence. Consid. ering that tho Polanders. in their late rebellion, rebolled against Russia bo cause the latter Power had pronounc ed against human slavery, we consider the action of the Negro Convention as positive proof of the capacity of the negro race to manage the affairs of tho world, as well as evidence ot us determined hostility to slavery. The representatives of 3,500 whites would not have promised 40,000 soldiers in Hid of a certain movement, and might not have insisted upon controling all the affairs of Europe. Tho action ol the nogro Convention is positive evi dence of negro superiority, for its members have gone farther in the way of promises than white men think of going. The representatives of 3,500 constituents not only show their ca pacity to regulate the affairs of the world, but promise 40,000 soldiors to aid a particular cause that is, twelve soldiers for each individual of the to tal population. S. F. Call. Curious Regulations. Brevet Ma jor General Saxton is the Assistant Commissioner of Freodmeu for tho States of South Carolina and Georgia. He has recently issued a series of regulations. in relation to the institu tion of marriage among the freed mon and women, which have been jocose ly called "Saxton-'s Eleventh Com mandment." Wo subjoin the tenth and eleventh as fair speciments of the whole : Tenth A husband living with a wife, having no children by her, may be permitted to take a previous wife, provided : - 1 He have children by such wife who are still minors. 1 2 That such wife have no other husband known to be living." 3 That bis present wife assent to Buch change of their marriage rela tions. , Eleventh If a former wife utterly refuse, upon application made by the husband, to renew her former mar. riago relation with him, he may noli, fy some society or church of tho fact of such refusal, and ask for a release from said wife. If, after duo nolioo given by puch society or church to the wife refusing, Bhe fail to show any moral or legal objection, as pro vided for in thoso regulations, to the renewal of her former marriage rela tions with him, then the society or church acting in the case ahull grant to tho man reloaso from all his obliga tions to her as a husband, and for the support of all bis children by hor. Tne Siamese twins, , from Surrey county, North Carolina, owing to the ravagos of the late war, have been so embarrassed financially, as to necessi tate their re appearance in - public. They commenced exhibiting last month. The South Carolina Convention has refused to allow negroes to form any part of the basis of Congressional representation. . 4 ' Silver mines have recently been . discovered in Colorado, and are creat ing quite an excitement. Tbey have jtppropriatcly named thoir new dis- Judicial Opinion. In delivering a decision in the United Slates District Court, Boston, in 1862, Judge Sprague said: It has been supposed that after the rebellion is suppressed the Govern ment will have the rights of conquest j that a State and its inhabitants may be permanently divested of all political privileges, and treated as foreign ter ritory acquired by arms. This is an error a grave and dangorous error. Under despotic Governments, tho power of municipal confiscation may be unlimited ; but under our Govern ment the right of sovereignty over any portion of a State is given and limited by the Constitution, and will be the same after the war as it was before. When the United States take possession of the Rebel District, thoy acquire no new title, but merely vin. dicate that which provionsly existed. Ledges in the Volcano District. Mr. I. D. Huntoon has brought down from Volcano some speciments of rock that for surface croppings, pro mise exceedingly well for that lo cality. In the way of opening claims there has been almost nothing done, but some essays of surface rock aro equal to anything yet found, consider ing the width of ledges. The Bullion is five feet wide and has assayed $600 per ton. A tunnel is now being run into this lodgo with tho purpose of working it with the Defrees & Baker mill. The "John Huutoon" is alodgo which comes above tho ground twelve feet wide and shows a superior char. acUr of rock. Tho " State of Maine" is fifteen feet wide and assays $500 ppr ton.
