Wanda Eunice Anderson
12:16 a.m. — A caller reported the theft of a vehicle on
Northwest Third Street, Hermiston.
2:37 a.m. — A caller reported about seven people were in a
fight on West Sunland Avenue, Hermiston. Police could not find
the fracas.
9:45 a.m. — Umatilla police responded to Umatilla Marina
RV Park, 1710 Quincy Ave., on a report of several campers being
broken into.
3:44 p.m. — Morrow County Sheriff’s Office received a report
of a person threatening to shoot someone’s animals.
5:53 p.m. — A caller at Port View Apartments, 320 Colum-
bia Ave. N.E., Boardman, reported her 15-year-old foster sister
assaulted her.
10:23 p.m. — A resident on Northeast Elder Street, Heppner,
reported his neighbor is cutting wood and throwing it around.
The caller said he told the neighbor it was too late for that, and
an argument ensued. The caller asked the Morrow County Sher-
iff’s Office to have the neighbor stop.
10:39 p.m. — Hermiston police received a report about elder
abuse on Northeast Aspen Drive. Police took a report.

Round-Up, Happy
Canyon partners
offer BMCC
scholarship
PENDLETON — The
Pendleton Round-Up &
Happy Canyon Hall of Fame
wrangled in support from
Pendleton Round-Up stock
contract personnel to provide
a scholarship to a Blue Moun-
tain Community College
student. This is the second
year the scholarship has been
offered.
The Pendleton Round-Up
& Happy Canyon Hall of
Fame Contract Person-
nel Scholarship provides
$2,500 to assist a BMCC
student with educational
costs, including tuition, fees,
books, housing, food, utilities
or fuel. One recipient from
qualified applicants will be
selected to receive the schol-
arship award.
Applicants must be able
to show proof of enroll-
ment at BMCC for the 2022-
23 winter term and hold a
minimum 2.0 GPA. Inter-
ested students must submit a
completed application along
with an essay (maximum
750 words) that answers a
question as to why the Pend-
leton Round-Up and Happy
Canyon are important to
them and to the community.
The scholarship deadline is
Sept. 2.
The scholarship winner
will be announced — and
introduced, if present —
during the Sept. 14 perfor-
mance of the Pendleton
Round-Up. The announce-
ment will be made during
the Hall of Fame Inductee
Introduction event in the
Round-Up Arena.

of Northeast Eighth Street on a report of a burglary.
1 a.m. — A 911 caller at Brook RV Park, 597 Lee St., Pendle-
ton, reported a burglary. Police responded.
3:15 a.m. — A 911 caller on East Sherman Street, Athena,
reported she woke and there were three people in her house.
Umatilla County sheriff’s deputies responded.
4:10 a.m. — A 911 caller on South Broad Street, Weston,
reported a burglary to the Umatilla County Sheriff’s Office.
6:56 a.m. — Umatilla County Sheriff’s Office received a
report of a vehicle theft at White Reservoir and Stateline roads,
Milton-Freewater.
7:16 a.m. — A resident on Sunnyside Road, Irrigon, reported
three horses were on the loose.
8:28 a.m. — A caller reported finding new graffiti on
a business on the 300 block of Northeast Fifth Avenue,
Milton-Freewater.
9:22 a.m. — A resident on South Willow Street, Ione,
reported someone hacked into their internet service. Morrow
County Sheriff’s Office is investigating.
10:35 a.m. — Umatilla police responded to the soccer fields
at Third Street and Quincy Avenue, after receiving reports of a
male being in the female restroom.
3:31 p.m. — A caller reported a lightning strike off Fourmile
Road, Ione, started a field fire.
9:43 p.m. — A 911 caller at Prunedale and County roads, Mil-
ton-Freewater, reported hearing shots fired. Umatilla County
sheriff’s deputies responded.
10:41 p.m. — A 911 caller on Daisy Lane, Hermiston, reported
a 31-year-old male was having a panic attack. Emergency agen-
cies responded.

Sylvia Allen, age 78, passed
away at her home in Hardman,
Oregon, on Sunday, July 31, 2022.
A life celebration will be planned
on a later date. She was born Sept.
29, 1943, at Canadian, Oklahoma,
to Thomas and Oletha Wilson.
Sylvia was involved in the
Hardman Community Center with
the annual oyster feed, giving
history tours to sightseers and selling her beautiful arts
and crafts to raise funds for the community center.
Her kindness and loving care of family and
community will be greatly missed.
Survivors include her husband, Robert Allen;
children, Tony Harper (Nancy), Carla Christensen
(Patrick), Ben Harper (Colleen) and Linda Harper; 10
grandchildren, nine great-grandchildren; and sisters,
Anna Kruse and Rita Wilson.
Sylvia was preceded in death by brothers, Tom
Henry, Lindsey Joe and Clyde Franklin.

Leland Kevin Bill, 52 passed
away on Friday night at his dear
friend’s home in Pendleton, Aug.
5, 2022.
He was born on Jan. 15, 1970, in
Reno, Nevada, to Sylvia Davis and
Henry Bill.
He grew up in Mission, attend-
ing the Pendleton schools, where
he loved sports. He moved to Seat-
tle, Washington, with his family and daughters in 1992
through 1997. While there in Seattle, he loved attending
Mariner games and Seahawk games. His favorite teams
were the Chicago Bulls and San Francisco 49ers. He
loved attending powwows as well.
He is survived by his four daughters, Darian Bill,
Erika Bill and Roćqel Wildbill, all of Oregon, and
daughter, Rosean Wildbill, of Idaho; grandson, Khye
Secakuku, 4 years old; Qasias Secakuku, 2 years old;
and James Johnson V, 1 1/2 years old; mother, Sylvia
Davis, of Reno, Nevada; companion, Jamie Munoz;
sisters, Elizabeth Bill and Veva Jim (Gary Smith); and
numerous nieces and nephews.
Preceded in death by his father, Henry V. Bill; his
sister, Suzanne T. Garcia; and his grandparents, Phillip
and Eliza Bill.

Evelyn ‘Joyce’ Dye
January 12, 1929 - August 3, 2022
Evelyn “Joyce” Dye of Boardman (formerly of
Hermiston) was born Jan. 12, 1929, in Willits, Califor-
nia. She was the youngest of three children born to Ed-
win and Kathleen (Browning) Allen. She passed away
in Boardman on Wednesday, Aug. 3, 2022, at the age
of 93.
Joyce grew up and attended schools in Willits, Cal-
ifornia, where she graduated from Willits Union High
School in 1947 as her class valedictorian. She attended
the University of California, Berkeley after high school,
returning to complete her degree in geography in 1973.
While in college, she met Robert E. Dye and the cou-
ple were united in marriage in Berkeley, California, on
March 24, 1950. The couple spent their first few sum-
mers working for the U.S. Forest Service at fire watch
lookouts. Joyce continued her career with the U.S. For-
est Service as a clerk, computer programmer and sys-
tems analyst until her retirement in 1986.
The couple lived in Lakeview, Oregon, for five years
and Burns, Oregon, for an additional four years. In
1960, they moved to Walnut Creek, California, where
she lived until moving to Hermiston in 2006. She has
resided in Boardman for the past four years.
Joyce enjoyed being active in the community and
was active in Altrusa, Friends of the Library, Good
Shepherd Hospital Auxiliary and Festival of Trees, as
well as participating in other service opportunities in
her community. She enjoyed doing genealogy and fam-
ily history research, completing crossword puzzles and
gardening.
She was preceded in death by her husband, her par-
ents and her two siblings, Jack and Margaret.
She is survived by a son, Steve Dye; daughter, Su-
san Booher; four grandchildren; and several nieces and
nephews and their families.
No services will be held. Burns Mortuary of Hermis-
