Round-Up, Happy Canyon partners offer BMCC scholarship PENDLETON — The Pendleton Round-Up & Happy Canyon Hall of Fame wrangled in support from Pendleton Round-Up stock contract personnel to provide a scholarship to a Blue Moun- tain Community College student. This is the second year the scholarship has been offered. The Pendleton Round-Up & Happy Canyon Hall of Fame Contract Person- nel Scholarship provides $2,500 to assist a BMCC student with educational costs, including tuition, fees, books, housing, food, utilities or fuel. One recipient from qualified applicants will be selected to receive the schol- arship award. Applicants must be able to show proof of enroll- ment at BMCC for the 2022- 23 winter term and hold a minimum 2.0 GPA. Inter- ested students must submit a completed application along with an essay (maximum 750 words) that answers a question as to why the Pend- leton Round-Up and Happy Canyon are important to them and to the community. The scholarship deadline is Sept. 2. The scholarship winner will be announced — and introduced, if present — during the Sept. 14 perfor- mance of the Pendleton Round-Up. September 29, 1943 - July 31, 2022 Sylvia Allen, age 78, passed away at her home in Hardman, Oregon, on Sunday, July 31, 2022. A life celebration will be planned on a later date. Sylvia was involved in the Hardman Community Center with the annual oyster feed, giving history tours to sightseers and selling her beautiful arts and crafts to raise funds for the community center. He was born on Jan. 15, 1970, in Reno, Nevada, to Sylvia Davis and Henry Bill. He grew up in Mission, attend- ing the Pendleton schools, where he loved sports. He moved to Seat- tle, Washington, with his family and daughters in 1992 through 1997. While there in Seattle, he loved attending Mariner games and Seahawk games. His favorite teams were the Chicago Bulls and San Francisco 49ers. He loved attending powwows as well. He is survived by his four daughters, Darian Bill, Erika Bill and Roćqel Wildbill, all of Oregon, and daughter, Rosean Wildbill, of Idaho; grandson, Khye Secakuku, 4 years old; Qasias Secakuku, 2 years old; and James Johnson V, 1 1/2 years old; mother, Sylvia Davis, of Reno, Nevada; companion, Jamie Munoz; sisters, Elizabeth Bill and Veva Jim (Gary Smith); and numerous nieces and nephews. VISIT US ON THE WEB AT: www.EastOregonian.com Evelyn ‘Joyce’ Dye January 12, 1929 - August 3, 2022 Evelyn “Joyce” Dye of Boardman (formerly of Hermiston) was born Jan. 12, 1929, in Willits, Califor- nia. She was the youngest of three children born to Ed- win and Kathleen (Browning) Allen. She passed away in Boardman on Wednesday, Aug. 3, 2022, at the age of 93. Joyce grew up and attended schools in Willits, Cal- ifornia, where she graduated from Willits Union High School in 1947 as her class valedictorian. She attended the University of California, Berkeley after high school, returning to complete her degree in geography in 1973. While in college, she met Robert E. Dye and the cou- ple were united in marriage in Berkeley, California, on March 24, 1950. The couple spent their first few sum- mers working for the U.S. Forest Service at fire watch lookouts. Joyce continued her career with the U.S. For- est Service as a clerk, computer programmer and sys- tems analyst until her retirement in 1986. The couple lived in Lakeview, Oregon, for five years and Burns, Oregon, for an additional four years. In 1960, they moved to Walnut Creek, California, where she lived until moving to Hermiston in 2006. She has resided in Boardman for the past four years. Joyce enjoyed being active in the community and was active in Altrusa, Friends of the Library, Good Shepherd Hospital Auxiliary and Festival of Trees, as well as participating in other service opportunities in her community. She enjoyed doing genealogy and fam- ily history research, completing crossword puzzles and gardening. She was preceded in death by her husband, her par- ents and her two siblings, Jack and Margaret. She is survived by a son, Steve Dye; daughter, Su- san Booher; four grandchildren; and several nieces and nephews and their families. No services will be held.
